REPORT
On 18th August 2026 the Minister for External Relations made a Ministerial Decision delegating certain of his functions under Articles 28, 30 and 30A of the States of Jersey Law 2005 (see Decision reference MD-ER-2026-699, available at www.gov.je).
The terms of the delegations, and the legislation under which those delegations were made, were recorded in a Report attached to the Ministerial Decision, as shown below –
The Minister for External Relations (the “Minister”) has approved the delegation of certain functions conferred upon him under the Sanctions and Asset-Freezing Law (Jersey) 2019 (“SAFL”) to the Chief Officer (External Relations) (the “Chief Officer”), the Director of External Relations, the Head of International Compliance, and the Deputy Head of Sanctions Implementation.
Article 28A of the States of Jersey Law 2005 (the “2005 Law”) permits the Minister to delegate, wholly or partly, functions to an Assistant Minister or an officer.
In accordance with Article 28A(4)(c) of the 2005 Law, the Minister has not delegated any function the delegation of which is wholly prohibited by an enactment.
Article 28A(1)(a) of the 2005 Law covers delegations to an Assistant Minister. Article 28A(1)(b) of the 2005 Law also permits a Minister to delegate, wholly or partly, functions to an officer.
With immediate effect, these delegations revoke and replace delegations made previously by R.51/2022 (see Decision reference MD-ER-2022-278). The delegations remain necessary to ensure Jersey maintains its compliance to international standards and amendments have been made to reflect changes in personnel of officials since R.51/2022 was made.
The delegations do not prevent the Minister from continuing to carry out the functions personally, and the use of the delegated functions by officials is governed by policies and procedures covering the relevant function.
To maintain the Minister’s awareness of the extent to which the delegated functions are exercised, the Head of International Compliance shall provide the Minister with regular updates on the use of the relevant delegated functions.
Accordingly, the following delegations in Annex 1 hereto are made to officers by the Minister. The delegations accord with Article 28A (2) of the 2005 Law.
