3.  Private Briefing: P.122/2025 – Draft Treaties (Jersey) Law 202-

The Panel received Deputy Ian Gorst , Assistant Chief Minister, and Government Officers for a private briefing on P.122/2025 – Draft Treaties (Jersey) Law 202- lodged by the Chief Minister on 24th December 2025 for States’ debate on 24th February 2026. The Proposition proposed a legal requirement for the referral to the States Assembly of international treaties and how their application or extension to Jersey would be dealt with by the States Assembly. The meeting was held in private in accordance with the Freedom of Information (Jersey) Law 2011 (as amended) under Qualified Exemption Article 36. A private file note of the briefing was taken.

4.  P.109/2025 – Draft Register of Names and Addresses (Jersey) Amendment Law 202-

The Panel noted and discussed Comments drafted on P.109/2025 – Draft Register of Names and Addresses (Jersey) Amendment Law 202-. The Panel requested that a minor amendment be made to the Comments and subsequently approved them for presentation to the States Assembly that day.

5.  P.122/2025 – Draft Treaties (Jersey) Law 202-

The Panel discussed the briefing received that morning on P.122/2025 – Draft Treaties (Jersey) Law 202- and agreed to present Comments ahead of the States’ debate on the Proposition, which was scheduled for 24th February 2026. The Panel requested that the Comments  be  drafted  for  its  consideration  and  also  be  shared  with  the  relevant Government Officers to confirm their factual accuracy.

6.  Correspondence

The Panel noted and discussed private correspondence received from the Minister for Treasury and Resources in response to its private correspondence dated 19th December 2025 on Ministerial Decisions shared in confidence. The Panel agreed to raise the matter further  during  its  next  public  quarterly  hearing  with  the  Minister  for  Treasury  and Resources, which was scheduled for 17th February 2026.

7.  Quarterly Hearing with the Chief Minister

The Panel noted that its upcoming public quarterly hearing with the Chief Minister scheduled for 23rd January 2026 coincided with the sitting of the States Assembly commencing on 20th January 2026. The Panel agreed to reschedule that hearing to 6th February 2026, due to the likelihood that the sitting of the States Assembly would continue into Friday that week.

The Panel discussed the areas of questioning to include for the upcoming hearing and requested that the question plan be drafted accordingly for its consideration.

8.  Topic-based Hearing – Whistleblowing and Grievances

The Panel noted its upcoming public topic-based hearing regarding whistleblowing and grievances scheduled for 9th February 2026. The Panel agreed to invite Deputy Catherine Curtis , Chair of the Children, Education and Home Affairs Scrutiny Panel, to be co-opted to the Panel for that hearing. The Panel also noted that Deputy Jonathan Renouf and Connétable David Johnson would be excused from taking part in the workstream due to potential conflicts of interest raised by them.

9.  Jersey Capital Investment Fund

The Panel noted and discussed draft documentation shared in confidence by the Minister for Treasury and Resources regarding the Jersey Capital Investment Fund on 12th January 2026. The Panel noted that it was due to receive a private briefing on the proposals that Friday and agreed to decide its scrutiny approach following that briefing. The Panel noted the intention of the Minister for Treasury and Resources to lodge the Proposition in January 2026 for States’ debate during the current Government term.

10. Work Programme

The Panel discussed and agreed its upcoming work programme for 2026.

11. Upcoming Briefings and Public Hearings

The Panel noted its upcoming briefings and public hearings scheduled for Quarter One 2026. The Panel requested that the People Services private briefing and quarterly hearing with the Chief Minister scheduled for 22nd and 23rd January 2026 respectively be rescheduled as they would likely coincide with the States’ sitting commencing on 20th January 2026.

12. States Business

The Panel noted and discussed the recent Ministerial Decisions, published reports and items of business for the forthcoming meeting of the States Assembly within its remit of responsibility.

13. Any Other Business

The Panel discussed a number of matters of public interest which were brought to its attention by the Environment, Housing and Infrastructure and Economic and International Affairs Scrutiny Panels for its consideration. The Panel agreed in respect of those matters raised; they were not within its remit to be taken forward for further Panel consideration. The Panel requested that the Officer inform the Scrutiny Panels accordingly.

The Panel also discussed policy regarding the use of funds from the Criminal Offences Confiscation Fund as well as insurance processes relating to events such as the Haut du Mont gas explosion. The Panel agreed to raise those matters at its upcoming public hearing with the Minister for Treasury and Resources on 17th February 2026.

The  Panel  noted  and  discussed  P.3/2026 –  Draft  Customs  and  Excise  (Jersey) Amendment Law 202- lodged by the Minister for Treasury and Resources on 12th January 2026. The Panel noted that the Minister for Treasury and Resources had communicated the Proposition with the Chair in advance of lodging, provided an explanation for the Proposition and noted that she would be seeking the approval of the States Assembly for a reduced lodging period in order that the Proposition could be debated at the States’ sitting commencing on 20th January 2026. The Panel noted that the intention of the Proposition was to rectify a typographical error and would not alter any policy intent, scope or structure. However, it intended to rectify an error so that the decisions of the States Assembly on P.70/2025 (Budget 2026-2029) were accurately reflected. As such, the Panel agreed that no further Panel action was required regarding the matter.
