On Tuesday 21 October, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.Appointments/Resignations
Deputy Beatriz Porée has informed the States Assembly that she has resigned from the Children, Education and Home Affairs Scrutiny Panel.
Oral Questions
States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions are issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 6 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:

| P.3 Draft Harbours (Inshore Safety) (Jersey) Amendment Regulations 202- Please note: This is a resumption of the debate which was approved in principle and called in by the Economic and International Affairs Scrutiny Panel for review. |
The Minister for Sustainable Economic Development, Deputy Kirsten Morel, is proposing to amend the Harbours (Inshore Safety) Regulations to introduce penalties for those found guilty of causing harm to others within the Island's territorial waters. The proposition also seeks to introduce aggravated offences in circumstances where the skipper is under the influence of drugs or alcohol. Read more: bit.ly/40OhqnL |
| P.45/2025 Proposed use of former Jersey Gas site: request for reconsideration |
The Connétable of St. Helier, Simon Crowcroft, is proposing that the Education Minister reconsider the proposal to build a new school on the site adjacent to Millennium Park, formerly used by Jersey Gas, and instead extend the park. The Connétable wants up-to-date information about the relative benefits and disbenefits of doubling the size of the Millennium Town Park, compared to the construction of a new primary school, to be investigated. | P.54/2025 - Supplementary Planning Guidance: Parking |
The Connétable of St. Helier, Simon Crowcroft, is proposing the Minister for the Environment revise planning guidance to ensure that, where practicable, a minimum of one parking space is provided per unit at new St. Helier housing developments, and to allow the creation of new off-street car parks that will be prioritised for the use of drivers with reduced mobility, shoppers, and visitors. | P.67/2025 – Les Quennevais Parade and Precinct |
Deputy Helen Miles is proposing that the regeneration of Les Quennevais precinct should be included in the Government’s Future-Fit Retail Roadmap and requesting the Minister for Sustainable Economic Development to undertake the necessary steps to give effect to this decision by 31 December 2025. The proposition also requests that the West of Island Planning Framework and area masterplans include a detailed scheme of regeneration for Les Quennevais Parade and Precinct, and that the Minister for the Environment undertake the necessary steps to give effect to this decision by the end of March 2026. The Council of Ministers has lodged an Amendment to Deputy Miles’s proposition that would remove reference to a ‘detailed regeneration scheme’ by March 2026, enabling the work of the Regeneration Steering Group to advance instead. Read more: https://bit.ly/47sGh4U |
| P.68/2025 – Commercial Properties and Leases: Improved Administration | Deputy Helen Miles is proposing that a mechanism should be introduced to discourage commercial properties from being left vacant for extensive periods and requesting the Minister for Sustainable Economic Development to present to the Assembly an options paper identifying potential mechanisms, including fiscal ones, before the end of March 2026. The proposition also requests the Minister for Sustainable Economic Development, in consultation with the Council of Ministers, to undertake a review of the structure of commercial leases in the Island, identifying areas of concern and providing recommendations.
