On Tuesday 11 November, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.Oral Questions
States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions are issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 8 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:

| P.96 Suspension of Deputy P.F.C Ozouf of St. Saviour |
The Privileges and Procedures Committee is asking the States Assembly to suspend Deputy Philip Ozouf with immediate effect until his pending court case is concluded. Please note: This proposition is being put forward as a neutral act in accordance with Standing Order 21AA which requires the debate to be held ‘in camera’. This will avoid any potentially prejudicial discussion regarding the pending court case. This means the debate will not be live-streamed or be available to watch back, however the vote will take place in public session. |
| P.3 Draft Harbours (Inshore Safety) (Jersey) Amendment Regulations 202- |
The Minister for Sustainable Economic Development, Deputy Kirsten Morel, is proposing to amend the Harbours (Inshore Safety) Regulations to introduce penalties for those found guilty of causing harm to others within the Island's territorial waters. The proposition also seeks to introduce aggravated offences in circumstances where the skipper is under the influence of drugs or alcohol. Please note: This debate is a continuation after the principles were approved by the Assembly in July and the proposition was referred to the Economic and International Affairs Scrutiny Panel for review. |
| P.57 Draft Regulation of Care (Jersey) Amendment Law 202- |
The Minister for the Environment, Deputy Steve Luce, is proposing the Regulation of Care (Jersey) Amendment Law which will bring Jersey’s hospital services (including Government-provided mental health services), ambulance services, laser clinic services that are currently regulated under the Nursing Homes (Jersey) Law 1994, and hyperbaric oxygen therapy services, under the regulation of the independent Jersey Care Commission. This law would amend several existing laws, as well as repeal the Nursing Homes (Jersey) Law 1994. This is in part a response to public concerns, including a public petition. |
| P.63 Draft Dogs Law (Jersey) Amendment Regulation 202- |
The Comité des Connétables is proposing to amend the Dogs (Jersey) Law 1961 to introduce a registration scheme, which must be maintained by the States Veterinary Officer, for certain breeds of dogs meeting the criteria of a dangerous dog. The amendment would make it an offence to own a dangerous dog breed unless it has been registered. The amendment would also require the registered owner of a dangerous dog breed to comply with conditions imposed by the States Veterinary Officer which include, but are not limited to, a requirement to neuter the animal to prevent breeding; ensuring the dog is kept muzzled and on a lead in public areas and is under the control of a person aged 18 or over; and that valid third-party public liability insurance has been obtained and approved by the States Veterinary Officer. |
| The Comité des Connétables is proposing an amendment to its own proposition to specify that there is no requirement for an owner to amend a collar or tag to display their dog’s name, phone number and licence number. Instances where tags include an address will be valid as long as a valid dog licence is already in force. It also seeks to remove the proposed amendment to Article 9, which relates to the worrying of livestock by dogs. |

| P.68 Commercial Properties and Leases: Improved Administration | Deputy Helen Miles is proposing that a mechanism should be introduced to discourage commercial properties from being left vacant for extensive periods and that the Minister for Sustainable Economic Development should present to the Assembly an options paper identifying potential mechanisms, including fiscal ones, before the end of March 2026. The proposition also requests the Minister for Sustainable Economic Development, in consultation with the Council of Ministers, to undertake a review of the structure of commercial leases in the Island, identifying areas of concern and providing recommendations. The Council of Ministers is also requested to proceed with the creation of a digital register of all commercial properties in the Island. |
| The Council of Ministers is proposing an amendment to Deputy Miles’ proposition to explore options for ‘meanwhile use’ of vacant premises as part of the Retail Roadmap; to publish a set of best practice guides for both landlords and prospective tenants by collating the available information; and to undertake an assessment of all retail properties to identify areas of high vacancy which would help inform what steps should be taken to lower the rate. | |
| P.69 Draft Competition (Jersey) Amendment Law 202- |
The Minister for Sustainable Economic Development, Deputy Kirsten Morel, is proposing amendments to the Competition (Jersey) Law 2005. The amendments focus on three main areas and aim to:

| P.71 Draft Jersey Mutual Insurance Society (Transfer) (Jersey) Law 202- | A law lodged by the Chief Minister on behalf of the Jersey Mutual Insurance Society proposes to restructure the Society to become a company limited by guarantee. The aim is to enable the new Company to have autonomy over its corporate governance. At present, the Society needs a law to be adopted every time it wishes to alter its rules. |
| P.72 Draft Income Support (Jersey) Amendment No.2 Regulations 202 | The Minister for Social Security, Deputy Lyndsay Feltham, is proposing a 4% increase to most Income Support Benefit rates from 2026 from the allocated funding of £2.8 million. If approved, most households will see some of the increase in their last December payment with the full increase showing in their first January payment. The Clinical Cost component will not increase as extra support with GP costs has been provided through the Health Access Scheme. The rate payable for hostel accommodation would be increased by a greater amount to align it with the rate payable for lodgings or a bedsit. |
| P.74 Commonwealth Parliamentary Association Election Observers | The Connétable of St. Helier, Simon Crowcroft, is requesting that the Chair of the Privileges and Procedures Committee invite election observers from the Commonwealth Parliamentary Association to monitor and report on the General Election which is due to take place on 7 June 2026. |
| P.75 Health and Safety Appeal Tribunal: re-appointment of Chair and Deputy Chair | The Minister for Social Security, Deputy Lyndsay Feltham, is proposing to re-appoint the following persons as Chair and Deputy Chair for the Health and Safety Appeal Tribunal for a three-year period:

| P.76 Income Support Medical Appeal Tribunal: re-appointment of Chair | The Minister for Social Security, Deputy Lyndsay Feltham, is proposing to re-appoint Advocate Simon Thomas as Chair of the Income Support Medical Appeal Tribunal for a four-year term. |
| P.77 Social Security Medical Appeal Tribunal: re-appointment of Chair | The Minister for Social Security, Deputy Lyndsay Feltham, is proposing to re-appoint Advocate Simon Thomas as Chair of the Social Security Medical Appeal Tribunal for a four-year term. |
| P.78 Social Security Tribunal: re-appointment of Chair | The Minister for Social Security, Deputy Lyndsay Feltham, is proposing to re-appoint Advocate Simon Thomas as Chair of the Social Security Tribunal for a four-year term. |
| P.79 Draft Social Security Law (Overlapping Benefits) (Jersey) Amendment Regulations 202- | The Minister for Social Security, Deputy Lyndsay Feltham, is proposing to update Jersey’s Social Security Law to ensure weekly Income Support payments are not disrupted when someone in a household also receives a contributory benefit like a pension or short-term incapacity allowance. The proposed changes would allow overlapping benefits to be adjusted over their full duration to prevent overpayments and maintain a stable income. |
