Next Week's States Meeting
States Assembly
10 July 2026
On Tuesday 14 July, the States Assembly will convene at 9.30am to appoint Members to the various committees, Scrutiny Panels, and the States Employment Board. The proposal to appoint a Minister for Planning and Regulation will also be discussed.The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.
The Minister for Planning and Regulation
To note, this appointment is subject to an Order being made by the Chief Minister to establish the Minister for Planning and Regulation. This follows the notice provided to the Assembly by the Chief Minister in R.106/2026. In light of Deputy Coles’s Proposition (see Public Business below) the Assembly may arrange its business for the proposition to be taken first, before the Ministerial appointment.
This is the first item of business on the Order Paper and will follow the same format as the previous Ministerial nominations at the last meeting. Each candidate will give a speech for up to ten minutes and answer questions from the Assembly for up to twenty minutes before the Assembly votes.
If the appointment is contested, Members will vote for their preferred candidate or have the option to abstain. The candidate who receives more than half of the votes cast is appointed.
In instances where there are more than two candidates, if no candidate has more than half of the votes, the candidate with the lowest number of votes must withdraw from the contest and another vote then takes place.
Candidates for the same Ministerial office cannot be present during each other’s speeches or question time. When a candidate is giving their speech and being questioned, the other candidates for that role will leave the Chamber.
Uncontested candidates are still required to speak and answer questions put forward by the Assembly. However, there is no vote for their role; they are automatically appointed.
Committee and Scrutiny Panel appointments
The Assembly will then appoint Members to the following Committees and Scrutiny Panels:
President of the Scrutiny Liaison Committee (SLC)
The Committee brings together the Chairs of the five Standing Scrutiny Panels, alongside the Chair of the Public Accounts Committee (PAC). It has responsibility for maintaining oversight of the work of the Scrutiny Panels and PAC and monitoring Scrutiny expenditure.
The process for appointing the President of SLC is the same as for Ministers. Each candidate will make a speech for up to 10 minutes and face questions for up to 20 minutes.
Members of the Privileges and Procedures Committee (PPC)
The PPC is responsible for the procedures of the States Assembly, for Members' facilities and the Code of Conduct for Members.
The Chair of PPC must make a series of nominations in line with the make-up of the Committee: 3 Members who are not Ministers or Assistant Ministers; 2 Members who are Ministers or Assistant Ministers; and 1 Member who is a Member of the Scrutiny Liaison Committee.
Alternative nominations can be made by other Members.
Elected Members of the Public Accounts Committee (PAC)
Members of the 5 Scrutiny Panels
Members of the Planning Committee
For PAC, the 5 Scrutiny Panels and the Planning Committee, the Chair will put forward the names of the States Members they would like to join these bodies. These Members cannot be a Minister or Assistant Minister. It is at this stage that alternative nominations can be made by other Members. If this happens, then ballots will be taken and the Assembly will vote on who should form the membership of that Panel or Committee. These votes would be done privately and not via the electronic voting system. The way that individual Members have voted would not be published.
Other appointments that will also be completed during the Meeting include:
States Commissioners of the Jersey Overseas Aid Commission
The Chair will put forward two names, and the Assembly will decide whether to accept each. If either (or both) were rejected, the Chair would be expected to nominate others. Nominations aren’t taken from other Members.
Two Members of the States Employment Board (who are not Ministers or Assistant Ministers)
This nomination and appointment process is the same as that for Scrutiny Panels and PPC.
Member and Associate Member to represent the States of Jersey in the British Irish Parliamentary Assembly (BIPA)
As there is no Chair, nominations will be sought from the floor of the Assembly during the meeting. In each case, if more than one nomination is received a ballot will be held.
Appointment of Members of the Bailiff’s Consultative Panel
As there is no Chair, nominations will be sought from the floor of the Assembly during the meeting. If there are more nominations than the 5 places available on the Panel, a ballot will be held.
Oral Questions
States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions are issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 12 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:
- Minister for the Environment, Senator Mary Le Hegarat
- Minister for Health and Social Services, Senator Tom Binet
- Chief Minister, Senator Lyndon Farnham
Public Business
The States Assembly will then begin debating the following:

Deputy Tom Coles is requesting that the Chief Minister takes no further action on the creation and appointment of the role of Minister for Planning and Regulation until further information is provided on:
- any additional costs and staffing implications of establishing the role
- the lines of officer accountability to the role
- the reasoning behind the transfer of responsibilities
Deputy Coles is also requesting that the States Assembly debate and vote on the establishment of the role considering the above information being provided.
