On Tuesday 30 September, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.PLEASE NOTE: This is the final sitting to be presided over by the current Bailiff, Sir Timothy Le Cocq, before his retirement on 17 October 2025.
Appointments
The States Assembly will be asked to note the resignation of Deputy Max Andrews from the Corporate Services Scrutiny Panel (CSSP).
Oral Questions
States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions will have been issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 6 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:

| P.42 - Draft Bank (Recovery and Resolution) (Jersey) Amendment Law 202- The Minister for External Relations, Deputy Ian Gorst, is proposing to consolidate and strengthen Jersey’s response to bank failures to fall under the sole remit of the Jersey Resolution Authority. The Proposition would bring legislation for both resolution and compensation schemes under the same Law. This debate is a continuation, after the Principles were adopted on July 9 and the Proposition was referred to the Economic and International Affairs Scrutiny Panel. Read more: bit.ly/3HgtNmw |
| P.52 – Health and Care Jersey Advisory Board and Partnership Board The Minister for Health and Social Services, Deputy Tom Binet, is proposing that the non-statutory Health and Community Services Advisory Board should continue to operate and provide improved governance and oversight for the services delivered by Health and Care Jersey; and that a new non-statutory Health and Care Jersey Partnership Board should also be established. | P.52 – Health and Care Jersey Advisory Board and Partnership Board – amendment The Health and Social Security Scrutiny Panel has proposed an amendment to the Minister’s proposition, requiring that – following a review of the performance of the new Health and Care Jersey Partnership Board after 18 months – the Minister must determine whether the Board should continue to operate under these (or amended) terms of reference, or be disbanded. | P.53/2025 Draft Sea Fisheries (Minimum Size Limits) (Jersey) Amendment Regulations 202-. The Minister for the Environment, Deputy Steve Luce, is proposing an amendment to the Sea Fisheries (Minimum Size Limits) (Jersey) Regulations 2001 which will see the minimum size for a lobster that can be landed, sold, exposed, offered for sale or retained, rising from 88mm to 89mm. | P.61/2025 - Statutory Pre-Sale Agreements for Standard Residential Property Transactions Deputy Max Andrews is proposing that all residential property transactions – excluding some specific cases, such as intra-family transfers - must include a legally binding pre-sale agreement between seller and purchaser; and that these agreements must include a financial penalty to be paid by the seller or purchaser should they default on the agreement without a legitimate reason. The Deputy has also requested the Chief Minister brings forward for approval the necessary legislation to give effect to this decision no later than June 2028. Read more: bit.ly/42ArnXy |
| P.61/2025 - Statutory Pre-Sale Agreements for Standard Residential Property Transactions – amendment The Council of Ministers has proposed an amendment to Deputy Max Andrews’ proposition, asking the States to undertake a consultation on the effectiveness of the residential property transaction process, and consider whether residential property transactions should include a legally binding pre-sale agreement between seller and purchaser. The amendment also requests the Chief Minister to present a report to the Assembly on the outcome of the consultation, including the role and scope of the use of pre-sale agreements and whether these should be considered as part of future legislation, no later than June 2027. | P.62/2025 Draft Telecommunications Law (Jersey) Amendment Regulations 202-. The Minister for Sustainable Economic Development, Deputy Kirsten Morel, is proposing to amend the Telecommunications (Jersey) Law 2002 to provide the UK communications regulator Ofcom the power to allocate, manage and withdraw telephone numbers in Jersey. The amendment also proposes to give the Jersey Competition Regulatory Authority) the power to impose telephone numbering conditions on persons who are not telecommunications providers in Jersey to address security risks. | P.63/2025 Draft Dogs Law (Jersey) Amendment Regulations 202-. The Comité des Connétable is proposing to amend the Dogs (Jersey) Law 1961 to introduce a registration scheme, which must be maintained by the States Veterinary Officer, for certain breeds of dogs meeting the criteria of a dangerous dog. The amendment would make it an offence to own a dangerous dog breed unless it has been registered. The amendment would also require the registered owner of a dangerous dog breed to comply with conditions imposed by the States Veterinary Officer which include, but are not limited to, a requirement to neuter the animal to prevent breeding; ensuring the dog is kept muzzled and on a lead in public areas and is under the control of a person aged 18 or over; and that valid third-party public liability insurance has been obtained and approved by the States Veterinary Officer.
