Next week’s States Meeting

States Assembly

21 November 2025

On Tuesday 25 November, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.

Oral Questions

States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions are issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 5 of the Order Paper.

The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:

P.63 - Draft Dogs Law (Jersey) Amendment Regulations 202-





 

The Comité des Connétables is presenting the Draft Dogs Law (Jersey) for its second reading, following its referral back to the Environment, Housing and Scrutiny Panel at the last States Meeting on 12 November.

P.63 - Draft Dogs Law (Jersey) Amendment Regulations 202- amendment




 

The Comité des Connétables is proposing an amendment to the legislation which would:
 
  • Propose a change to the information that must be displayed on a dog’s collar, which would include the dog's name, the owner's telephone number and the dog licence number
 
  • Remove a provision that it would be an offence to own a dog that caused damage to agricultural land that was hazardous to livestock on the land

P.79 - Draft Social Security Law (Overlapping Benefits) (Jersey) Amendment Regulations 202-.
 

The Minister for Social Security, Deputy Lyndsay Feltham, is proposing to update Jersey's Social Security Law to ensure weekly Income Support payments are not disrupted when someone in a household also receives a contributory benefit like a pension or short-term incapacity allowance. The proposed changes would allow overlapping benefits to be adjusted over their full duration to prevent overpayments and maintain a stable income.

P.80 - Draft Social Security Law (Long Term Disability Allowance) (Jersey) Amendment Regulations 202-.
 

The Minister for Social Security, Deputy Lyndsay Feltham, is proposing new Regulations to be introduced by June 2027 that will:
 
  • Replace Long-Term Incapacity Allowance and three other contributory long-term health benefits with a single benefit: Long-Term Disability Allowance
 
  • Move from a percentage-based award system to one that provides three levels of benefit based on an individual's need
 
  • Update the claims assessment process, allowing officers to determine when input from a medical professional is required

P.81/2025 - Draft Police (Complaints and Conduct) (Jersey) Amendment Regulations 202-.

 

The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, is proposing to repeal and replace outdated provisions governing police complaints and disciplinary procedures. If approved, the proposition will introduce new police complaints regulations with contemporary standards and modernised processes that enhance transparency, accountability, and public confidence in the handling of police conduct and complaints.

The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, is proposing to bring in legislation that will set rules for investigating complaints against States of Jersey police officers. It will also cover disciplinary actions and appeals related to these investigations.

P.83 - Draft Police (Complaints and Conduct – Honorary Police) (Jersey) Regulations 202- (P.83/2025): amendment


 

The Comité des Connétables is proposing an amendment to the proposition, seeking minor changes to two paragraphs to reflect that members of the Honorary Police are elected (not employed); and the responsibility for managing resources is the Chef de Police of a Parish, not the Attorney General.

P.84 - Draft Police (Complaints and Conduct) (Jersey) Commencement Act 202-






 

The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, is presenting a Commencement Act that will bring into force the Police (Complaints and Conduct) Law. This Law was approved by the Assembly on 30th March 2022.

This Law provides the framework from which detailed rules for managing complaints across the States and Honorary police forces can be developed.

P.85 - Draft Marriage and Civil Partnership (Dissolution and Separation) (Jersey) Law 202-.
 

The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, is proposing to establish the principle of 'no fault' dissolution for both marriages and civil partnerships. This will permit both parties to apply for a dissolution; remove the ability to contest a dissolution application; enable future consideration to be given to pension matters, including 'pension sharing'; and allow the Court to refer couples to alternative dispute resolution services. It would also do away with the minimum time period of three years before a marriage dissolution can be sought. The Law has been rewritten to modern drafting standards and now includes provision for civil partnerships so that both types of union are dealt with in the same place.

P.86- Draft Trade Marks (Jersey) Law 202-.

 

The Minister for External Relations, Deputy Ian Gorst, is proposing to introduce a new, modern primary trade mark registration system in Jersey. The new system will align with a key international trade agreement that streamlines the process of registering trade marks across multiple international jurisdictions.

P.98 - Draft Registrar of Intellectual Property (Jersey) Law 202-.


 

The Minister for External Relations, Deputy Ian Gorst, is proposing to provide for the appointment of the Registrar of Intellectual Property whose functions will include establishing and maintaining the Jersey Intellectual Property Register which will include trade marks, patents and registered designs.

The Jersey Financial Services Commission will appoint the Registrar and provide staff to assist them. The Judicial Greffier will no longer be acting as registrar for any intellectual property.

P.87 - Draft Sea Fisheries (Minimum Size Limits) (Jersey) Amendment No. 2 Regulations 202-.
 

The Minister for the Environment, Deputy Steve Luce, is proposing to increase the minimum legal size for King Scallops that can be landed, sold or offered for sale from 102mm to 105mm, as measured across the broadest part of the shell.

P.88 - Draft Children (Convention Rights) (Jersey) Commencement No. 2 Act 202-

 
The Minister for Children and Families, Constable Richard Vibert, is proposing to enact the remaining Articles of the Children (Convention Rights) (Jersey) Law 2022. This will extend the duty to have due regard to children's rights to Public Authority duty-bearers. These include named charities, arms-length bodies of the States and the 12 Parishes.

P.94 - Management and Maintenance of the Havre des Pas site



 

Deputy David Warr is requesting the Minister for Infrastructure to, by the end of January 2026:

• Terminate all ongoing negotiations and any associated tender processes relating to the management, occupation or letting of the Havre des Pas Bathing Pool

• Arrange for the management and maintenance of the site to be transferred to the future charitable body ‘Love Our Lido’

• Implement a formal management and funding agreement which allows the Government to retain full ownership of the structure and insure it; accordingly, give the ‘Love Our Lido’ group responsibility for managing the site and its day-to-day maintenance; and commit the Government to providing a £170k per year contribution for use of the site

• Establish an operational partnership framework between the Government and the ‘Love Our Lido’ group to ensure regular reporting to the publicly elected ‘Lido Steering Group’ and to include the community in all major decisions.

The Minister for Infrastructure, Constable Andy Jehan, is proposing an amendment to the proposition that would not require a framework to be established with ‘Love Our Lido’ but which would allow time for the independent review into the tendering process to take place.

P.94 - Management and Maintenance of the Havre des Pas site – amendment to the amendment


 
Deputy David Warr is proposing an amendment that would allow the current tenant’s licence to be extended and would establish a maximum Government contribution.

P.101 – Breaches of the Code of Conduct: review of Standing Orders


 
Deputy Raluca Kovacs is asking the Privileges and Procedures Committee (PPC) to review, with a view to amending, the Standing Orders of the States Members Code of Conduct. This review would investigate how Members should be sanctioned when there are breaches of the Code or the Law.

The proposition requests that PPC present their report, findings and recommendations by no later than 31st December 2026.

P.101 - Breaches of the Code of Conduct: review of Standing Orders – amendment




 
Deputy Moz Scott is requesting an amendment to the proposition, seeking to insert the words “current procedures for the handling of complaints and disclosure of personal details," into the proposition.

This would expand the scope of the review to include all Standing Orders relating to breaches of the Code of Conduct, and not just those relating to lengths of suspension and disqualification mechanisms.
