On Tuesday 3 February, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.Oral Questions
States Members will then question Ministers for up to 2 hours and 20 minutes. These oral questions are issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 6 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:

| P.85 Draft Marriage and Civil Partnership (Dissolution and Separation) (Jersey) Law 202-. |
The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, is proposing to establish the principle of 'no fault' dissolution for both marriages and civil partnerships. This will permit both parties to apply for a dissolution; remove the ability to contest a dissolution application; enable future consideration to be given to pension matters, including 'pension sharing'; and allow the Court to refer couples to alternative dispute resolution services. It would also do away with the minimum time period of three years before a marriage dissolution can be sought. | The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, is proposing an amendment to the law that introduces minor technical changes to improve certain provisions of the Law, following queries raised by the Children, Education and Home Affairs Scrutiny Panel. P.95 Draft Public Records (Jersey) Amendment Law 202 |
The Minister for Sustainable Economic Development, Deputy Kirsten Morel, is proposing amendments to the Draft Public Records (Jersey) Law 2002 to provide a structured approach to the retention and disposal of government and public sector documents, safeguarding historical and administrative records. The amendments will clarify existing provisions along with the responsibilities of public institutions and strengthen the responsibility of the Archivist. It will also introduce new tools to improve the management of public records and ensure compatibility with the Human Rights Convention. Read more: bit.ly/4sxm0E0 |

The Minister for Sustainable Economic Development, Deputy Kirsten Morel, is proposing a small amendment to the Law which would ensure the amended Public Records (Jersey) Law is aligned with the expressions used elsewhere in respect of non-ministerial departments, such as in the States of Jersey Law 2005. | P.102 (reissue) - Amendments to Standing Orders – Code of Conduct |
The Privileges and Procedures Committee is seeking to amend the Standing Orders of the States of Jersey, replacing the Code of Conduct for Elected Members with a revised version, following consultation with Members, the Commissioner for Standards and colleagues from across the British Isles Standards Network. | Deputy Moz Scott is proposing an amendment to Rule 11 of the Code that would require Members to ensure that the use of facilities and services, “either physical or digital”, is in support of their parliamentary activities, and is in accordance with all relevant policies. The amendment seeks to extend the scope of the Rule to encompass computer systems and related services, and to ensure that States Members commit to best practice when it comes to Cyber Security, following the approval of the Cyber Security Law at the last States Meeting. Deputy Max Andrews is proposing that the Minister for Justice and Home Affairs undertakes a public consultation on the use of fireworks and other pyrotechnic articles, to be commenced no later than December 2026. The aim of the consultation would be to:

| P.1 Draft Employment and Discrimination Tribunal (Jersey) Amendment Regulations 202- |
The Minister for Social Security, Deputy Lyndsay Feltham, is proposing several amendments to the 2014 Tribunal Regulations. The amendments deal with the composition of the Tribunal in various types of hearing; clarify the appointments process for members of the Tribunal; and provide for an increased pool of lay members of the Tribunal. | P.2 Draft Social Security (Health and Christmas Bonus) (Jersey) Amendment Regulations 202- |
The Minister for Social Security, Deputy Lyndsay Feltham, is proposing to extend the eligibility for the Pension Plus Scheme (PPS) to include pensioners with an income tax liability of up to £1,000 for the year prior to application to the scheme. This expansion will also allow these additional pensioners to benefit from the Health Access Scheme. These changes follow the approval of the ‘Supporting Islanders and Strengthening Communities’ project included in the Budget, which had an agreed spend of £1.6-£1.8 million with an estimated £625,000 being allocated to cover the change to the PPS. The Minister for Social Security, Deputy Lyndsay Feltham, is proposing some minor amendments to the Employment Law and the Discrimination Law. These include clarifying provisions relating to the minimum wage and explaining how to determine a period of time before a deadline to make a claim to the Employment and Discrimination Tribunal expires.
