Public Accounts Committee raises concerns over Government’s response to C&AG Report

The Public Accounts Committee (PAC) has issued its comments paper on the Government’s response to the Comptroller and Auditor General (C&AG)’s report: Critical Infrastructure Resilience – Transport Links. The government’s response to the report was presented on 16 October 2025. The PAC welcomes the Executive Response to the C&AG’s report, noting the agreement with the majority of recommendations made. These include the agreement of a definition of “Island critical infrastructure”; the publication process for developing a public facing Jersey Emergency Risk Register, so that all Islanders are informed about emergency risk preparedness and management; and the progress on the drafting of a new Resilience Law.
However, the Committee has highlighted concerns on the proposed timeframe, allocated risk profile and missing actions of some of the response, as well as the government’s rejection of the recommendation to develop a formal process for a post-implementation review.
The Committee questions why essential work — such as defining critical infrastructure — will not be completed until mid-2026, when many components should already be identifiable, including critical transport routes. The PAC recommends publishing the Government’s current understanding of critical routes by 31 December 2025.
The Committee has noted that the airline Blue Islands has made the announcement of cessation of operations, which occurred during the finalisation of these comments. The PAC will consider this matter separately, having written to the Treasurer of the States on the topic, but has made recommendations concerning the monitoring and review of any future financial support for airlines or routes.
The Chair of the Public Accounts Committee, Deputy Inna Gardiner, said:
“The PAC welcomes the Government’s agreement to many of the C&AG’s recommendations, but we remain concerned that key risks have been underestimated, and some actions lack the urgency required.
“The recent collapse of Blue Islands has underscored the importance of strengthening Jersey’s resilience planning, ensuring clear monitoring of financial support, and ensuring critical transport routes are understood and protected.
The Committee urges the Government to revisit areas where actions are missing or deferred and to accelerate work that is essential to the Island’s infrastructure resilience."
