Scrutiny heads to question Government Ministers on whether they will deliver their key strategic pri

A Review Panel has been established, comprising the heads of the five Scrutiny Panels and the Public Accounts Committee, to question the Chief Minister and other Ministers about the impact their proposed Budget has on the strategic priorities they committed to during this Government term. The thirteen priorities are: - Extend nursery and childcare provision
- Provide nutritious school meals for every child in all States primary schools
- Increase the provision of lifelong learning and skills development
- Start building a new hospital at Overdale
- Reduce GP fees
- Implement the recommendations from the Violence Against Women and Girls Taskforce report
- Transition to a living wage
- Provide more affordable homes for Islanders and more confidence for the rented sector
- Keep Government fees, duties, and charges as low as possible to help Islanders with the cost of living in 2025
- Reduce red tape, enhance opportunities for business and strengthen Jersey’s international reputation
- Deliver a plan to revitalise Town
- Reform the planning service to enable sustainable development in Jersey
- Meet the Island’s commitments to address the climate emergency through the implementation of the Carbon Neutral Roadmap.
These priorities form the Common Strategic Policy (CSP), which was approved by the States Assembly in May 2024.
The Panel will identify any cross-cutting issues that span more than one Ministerial portfolio, and whether there are any gaps or interdependencies which could impact public services.
Deputy Inna Gardiner, President of the Scrutiny Liaison Committee, said:
‘We want to not only ensure that the Budget enables the delivery of the Common Strategic Policy, but to assess how the impact will be measured and how departmental independencies will be managed. The Common Strategic Priorities are aligned with the long-term vision for our Island, set out in the Future Jersey Report. They impact all Islanders, not just for the next year or four years, but for decades to come. It is critical that long-term plans and borrowing, including those detailed in the Invest in Jersey proposal, are thoroughly reviewed by Scrutiny; and so this additional day of Hearings will complement the work being carried out within individual Panels.’

The debate on the Proposed Budget 2026-2029 is scheduled to take place in the States Assembly from Tuesday 9th December at 9.30am. It is expected to last several days. You can watch:
