P.92 Draft Social Security Law (Jersey) Amendment Regulations 202-
The Minister for Social Security, Deputy Lyndsay Feltham, proposed reducing the States grants from the Consolidated Fund to the Social Security Fund for the years 2025 to 2029. This is in line with the measures outlined in the approved Budget.
The Assembly voted to APPROVE the Minister’s proposition with 31 votes for, 7 votes against and 7 abstentions.

P.93 Draft Finance (2026 Budget) (Jersey) Law 202-
The Minister for Treasury and Resources, Deputy Elaine Millar, proposed to introduce the Draft Finance (2026 Budget) (Jersey) Law, which would amend existing tax laws to give effect to the revenue measures set out in the Budget 2026-2029. It would also provide for the administrative and technical tax amendments required.
The Minister proposed an amendment to her own proposition which would ensure that parents and carers are not over-compensated by receiving tax relief on any monies paid directly to them by the Government, for the delivery of universal 2–3-year-old childcare. Any amount paid will be deducted for the purposes of calculating childcare tax relief in Income Tax assessments.
The Assembly voted to APPROVE the Minister’s proposition, as amended, with 42 votes for, 2 votes against and 0 abstentions.

P.89 Draft Trusts (Jersey) Amendment Law 202-
The Minister for External Relations, Deputy Ian Gorst, proposed amendments to the Trusts (Jersey) Law 1984 on the recommendation of the Trusts Law Working Group.
It includes clarification that a sole trustee cannot resign without a successor trustee being in place, and the circumstances in which beneficiaries of a trust can call for the trust to come to an end; and to confirm the priority of a secured lender’s interest in or over trust property in relation to a trustee’s debts.
The Assembly voted to APPROVE the Minister’s proposition with a standing vote.

P.99 Draft Taxation (International Tax Compliance) (Crypto-Asset Reporting Framework) (Jersey) Regulations 202-
The Minister for External Relations, Deputy Ian Gorst, proposed implementing the Crypto-Asset Reporting Framework (CARF).
This would require Reporting Crypto-Asset Services Providers (RCASPs) to undertake due diligence, collect client and transaction information, and report annually on relevant crypto-asset exchanges and transfers.

P.100 Draft Taxation (Implementation) (International Tax Compliance) (Common Reporting Standards) (Jersey) Amendment Regulations 202-
The Minister for External Relations, Deputy Ian Gorst, proposed to implement an update to the Common Reporting Standards (CRS) on International Tax Compliance.
This, alongside P.99, would ensure that Jersey’s legislation remains fully compliant with international standards ahead of the first reporting period commencing on 1 January 2026.
