Following a debate amongst Members, the Assembly agreed to debate Deputy Tom Coles’s proposition (P.62) as the first item of business. TAKE NO ACTION ON THE DRAFT STATES OF JERSEY (MINISTERIAL OFFICES) AMENDMENT ORDER 202- (P.62)
Deputy Tom Coles requested that the Chief Minister takes no further action on the creation and appointment of the role of Minister for Planning and Regulation until further information is provided on:
- any additional costs and staffing implications of establishing the role
- the lines of officer accountability to the role
- the reasoning behind the transfer of responsibilities
Deputy Coles is also requesting that the States Assembly debate and vote on the establishment of the role considering the above information being provided.

The States Assembly voted to REJECT the Deputy’s Proposition with 15 votes for, 31 votes against and 0 abstentions.

Minister for Planning and Regulation
There were two candidates nominated for the role of Minister for Planning and Regulation.
Each candidate gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes before the Assembly voted.
The Chief Minister designate’s preferred candidate was Senator Mark Boleat.

Members voted to elect Senator Sir Mark Boleat as the new Minister for Planning and Regulation.
Senator Boleat received 37 votes with Deputy Tadier receiving 7 votes. There were 2 abstentions.

There were two abstentions: Deputy Alex Curtis and Deputy Hilary Jeune.
Three members didn’t vote due to absence: Senator Ian Gorst, Deputy Catherine Curtis, and Deputy Chris Leck.
Appointment of the President of the Scrutiny Liaison Committee
Deputy Karen Wilson was nominated to be President of the Scrutiny Liaison Committee (SLC).
The Committee brings together the Chairs of the five Standing Scrutiny Panels, alongside the Chair of the Public Accounts Committee (PAC). It has responsibility for maintaining oversight of the work of the Scrutiny Panels and PAC and monitoring Scrutiny expenditure.

As the only candidate, Deputy Karen Wilson was automatically appointed President of the Scrutiny Liaison Committee.
Appointment of the Members of the Privileges and Procedures Committee (PPC)
PPC is responsible for the procedures of the States Assembly, for Members' facilities and the Code of Conduct for Members.
The Chair of PPC is required to make a series of nominations in line with the make-up of the Committee: 3 Members who are not Ministers or Assistant Ministers; 2 Members who are who Ministers or Assistant Ministers; and 1 Member who is a Member of the Scrutiny Liaison Committee.
On that basis, the Chair of the Committee, Deputy Carina Alves, nominated Deputy Louise Doublet, Deputy Tom Coles, Connétable Andy Jehan, Deputy Kirsten Morel, Senator Serena Kersten and Deputy Karen Wilson.
As there were no other nominations, these Members were appointed to the Committee.

Appointment of the Members of the Public Accounts Committee (PAC)
The States Assembly then elected Members to the Public Accounts Committee (PAC).
The PAC determines whether public funds have been used efficiently, effectively, and economically to deliver value for money for Islanders.
The Chair of the Committee, Deputy Karen Wilson, nominated Deputies Lee Carpenter, Victoria Li and Connétable Marcus Troy, to support her on the Committee.

Appointment of the Members of the Corporate Services Scrutiny Panel (CSSP)
The States Assembly then elected Members to the Corporate Services Scrutiny Panel.
This Panel reviews the policy and legislation arising from the work of the Chief Minister and the Minister for Treasury and Resources (excluding Financial Services).
The Chair of the Panel, Deputy Lyndsay Feltham, nominated Deputies Chris Leck, Chris Rebindaine, Lee Carpenter and Hilary Jeune, to support her on the Panel.

Appointment of the Members of the Planning Committee
The States Assembly then elected Members to the Planning Committee.
The Chair of the Committee, Deputy Alex Curtis, nominated Deputies Tom Coles, Arlene Maltman, and Samantha Gleave, and Connétables Mark Labey, Richard Honeycombe, Steve Pallett and Karen Shenton Stone.

Appointment of two States Commissioners of the Jersey Overseas Aid Commission (JOA)
The Chair, Deputy Carolyn Labey, put forward Senator Mary Le Hegarat and Deputy Arlene Maltman for States Commissioners of the Jersey Overseas Aid Commission.
As notification was made that there was another Member who would be proposed by the Assembly, the two Chair nominees were put to a secret ballot. Should they both receive majorities then that would mean they were automatically elected and there would not be the opportunity for further nominations.

Both candidates received 37 votes for, 8 against, with 1 abstention during the secret ballot.
Therefore, both Senator Le Hegaret and Deputy Maltman were appointed as States Commissioners of the Jersey Overseas Aid Commission.
Appointment of two Members of the States Employment Board (SEB)
The Assembly then elected two members to the States Employment Board.
Chief Minister Lyndon Farnham nominated Connétable Tina Palmer and Connétable Steve Pallett.

Both nominees were automatically appointed to the role.
Election of a Member and an Associate Member to represent the States of Jersey in the British-Irish Parliamentary Assembly
The Assembly then moved on to electing a Member and Associate Member to represent the States of Jersey in the British Irish Parliamentary Assembly.
Deputy Hilary Jeune and Deputy Tom Coles were both nominated for the role of Member.
Following a secret vote, Deputy Jeune was elected with 31 votes. Deputy Coles received 16 votes.
Three Members were nominated for the role of Associate Member for the British Irish Parliamentary Association: Deputy Tom Coles, Deputy Gabriel Raimondo and Connétable Karen Shenton-Stone.
Following a secret vote, Connétable Stone was appointed with 22 votes. Deputy Coles received 12 votes, and Deputy Raimondo received 11 votes.

Appointment of Members of the Bailiff’s Consultative Panel
The Assembly then appointed members for the Bailiff’s Consultative Panel. The Chief Minister, the Chair of the Privileges and Procedures Committee, the Minister for Treasury and Resources and the Chair of the Comité des Connétables are automatically members of the Panel.

Five other elected States Members were to be appointed as members of the Panel by the States Assembly for a term of four years.
There were six nominations for the five positions: Connétable Inna Gardiner, Deputy Alex Curtis, Deputy Lucy Stephenson, Deputy Louise Doublet, Deputy Montfort Tadier and Deputy Kirsten Morel.

The Assembly voted in a secret ballot to appoint the members of the Panel.
Connétable Inna Gardiner (35 votes), Deputy Montfort Tadier (31 votes), Deputy Alex Curtis (30 votes), Deputy Lucy Stephenson (30 votes), and Deputy Kirsten Morel (27 votes) were elected.
Deputy Louise Doublet was unsuccessful with 20 votes.
