The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, proposed to repeal and replace outdated provisions governing police complaints and disciplinary procedures. The proposition will introduce new police complaints regulations with contemporary standards and modernised processes that enhance transparency, accountability, and public confidence in the handling of police conduct and complaints.

The Comité des Connétables proposed an amendment to the proposition, seeking minor changes to two paragraphs to reflect that members of the Honorary Police are elected (not employed); and the responsibility for managing resources is the Chef de Police of a Parish, not the Attorney General. This was accepted by the Minister.

P.84/2025 - Draft Police (Complaints and Conduct) (Jersey) Commencement Act 202-
The Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, proposed a Commencement Act that would bring into force the Police (Complaints and Conduct) Law. This Law was approved by the Assembly on 30th March 2022.
This Law provides the framework from which detailed rules for managing complaints across the States and Honorary police forces can be developed.

P.87/2025 Draft Sea Fisheries (Minimum Size Limits) (Jersey) Amendment No. 2 Regulations 202-.
The Minister for the Environment, Deputy Steve Luce, proposed to increase the minimum legal size for King Scallops that can be landed, sold or offered for sale from 102mm to 105mm, as measured across the broadest part of the shell.

P. 88/2025 Draft Children (Convention Rights) (Jersey) Commencement No. 2 Act 202-
The Minister for Children and Families proposed enacting the remaining Articles of the Children (Convention Rights) (Jersey) Law 2022. This will extend the duty to have due regard to children's rights to Public Authority duty-bearers. These include named charities, arms-length bodies of the States and the 12 Parishes.

The Minister for Children and Families proposed to introduce targeted refinements to the Children and Civil Status framework. The two amendments are designed to address the position of unmarried fathers whose children were born and registered prior to the commencement of the Children and Adoption 2016 Law, to ensure those fathers’ rights are maintained.

P.101/2025 – Breaches of the Code of Conduct: review of Standing Orders
Deputy Raluca Kovacs asked the Privileges and Procedures Committee (PPC) to review, with a view to amending, the Standing Orders of the States Members Code of Conduct. This review would investigate how Members should be sanctioned when there are breaches of the Code or the Law.
The proposition requested that PPC present their report, findings and recommendations by no later than 31 December 2026.

The Deputy accepted an Amendment from Deputy Moz Scott seeking to insert the words “current procedures for the handling of complaints and disclosure of personal details," into the proposition.
This would expand the scope of the review to include all Standing Orders relating to breaches of the Code of Conduct, and not just those relating to lengths of suspension and disqualification mechanisms.
