States Meeting Summary - 29 June - Election of Council of Ministers

Council of Minister Elections 

Chief Minister designate, Deputy Lyndon Farnham proposed his choice of Ministerial candidates, and States Members then had the opportunity to nominate their own preferred candidates for each Ministerial role. 

Each nominee addressed the States Assembly for up to 10 mins, followed by up to 20 mins of questions from Members. 

If there was more than one candidate for the role, lots were drawn to determine the order in which the candidates addressed the Assembly. 

While each candidate was being questioned, the other candidates withdrew from the Chamber and waited in an area where they couldn’t hear the proceedings, use social media, or be contacted. 

Minister for Health and Social Services 

As the only nominated candidate for the role of Minister for Health and Social Services, Senator Tom Binet, gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Senator Binet was automatically selected as Minister for Health and Social Services as there were no other candidates. 
 

Minister for Justice and Home Affairs 

As the only nominated candidate for the role of Minister for Justice and Home Affairs, Senator Helen Miles gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Senator Miles was automatically selected as Minister for Justice and Home Affairs as there were no other candidates. 

Minister for External Relations 

As the only nominated candidate for the role of Minister for External Relations, Senator Ian Gorst, gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Minister for Social Security 

As the only nominated candidate for the role of Minister for Social Security, Senator Elaine Millar, gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Minister for Education and Lifelong Learning 

As the only nominated candidate for the role of Minister for Education and Lifelong Learning, Deputy Catherine Curtis, gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Minister for Children and Families 

As the only nominated candidate for the role of Minister for Children and Families, Connétable Richard Vibert, gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Minister for the Environment 

As the only nominated candidate for the role of Minister for the Environment, Senator Mary Le Hegarat gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Minister for Housing 

Each candidate for the role of Minister for Housing gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes before the Assembly voted.  

The Chief Minister designate’s preferred candidate was Deputy Malcolm Ferey.

States members also proposed Deputy Hilary Jeune.

Members voted to elect Deputy Ferey as the new Minister for Housing.  

Deputy Ferey received 32 votes with Deputy Jeune receiving 16 votes. There were 0 abstentions. 

Deputy Beatriz Porée did not vote. 

Minister for Infrastructure 

As the only nominated candidate for the role of Minister for Infrastructure, Deputy Jonathan Renouf gave a speech for up to 10 minutes and answered questions from the Assembly for up to 20 minutes.

Minister for International Development
