Tribute
At the beginning of today’s meeting the Bailiff led a short memorial for former States Member, Advocate Michael Voisin, who served as Deputy of St. Lawrence from 1969 to 1975 and sadly passed away on 14 July.
A minute’s silence was held in the States Chamber.
Appointment
The Assembly confirmed the appointment of three unelected members to the Public Accounts Committee (PAC), proposed by the Chair of the Committee, Deputy Karen Wilson, following a local recruitment process.
The three members will serve as lay members for a 4-year term. The members are:

Matters of Privilege
Deputy Montfort Tadier raised a matter of privilege about e-mails that had been sent to States Members and a concern that the e-mails inappropriately directed Members in how they should act.
The Bailiff ruled that, whilst inappropriate, the e-mails had not infringed Members' privileges and freedom of speech; it is for the Assembly to determine its own rules within Standing Orders.

Public Business
P.61/2026 Draft Sea Fisheries (Minimum Size Limits) (Jersey) Amendment Regulations 202-.
The Minister for the Environment, Senator Mary Le Hegarat, is proposing an amendment to the Sea Fisheries (Minimum Size Limits) Regulations 2021, which would define a new minimum size for lobsters. The increase from 89mm to 90mm follows a recommendation by the Lobster Working Group.

P.63 - Reinstate the States Grant to the Social Security fund
Deputy Max Andrews is proposing that the States Grant to the Social Security Fund should be reinstated to its full formula value from 2028 onwards and to request the Minister for Treasury and Resources to reflect this within the Budget 2027 to 2030.

The States Assembly voted to REJECT the Deputy’s proposition with 6 votes for, 41 votes against and 0 abstentions.
