Privileges and Procedures Committee Agenda

  1. To receive apologies for absence.
  2. To approve the Minutes of the meeting held on 6th, 23rd and 28th October and 5th November 2025.
  3. 9.30am - 9.45am - To welcome Deputy Sir P.M. Bailhache of St. Clement and Law Officers regarding the draft Treaties (Jersey) Law 202-.
  4. To give further consideration to the draft risk-exclusion based policy.
  5. To receive an update from the Chair in connexion with consultation with the Bailiff regarding  the  selection  of  elected  Members  to  preside  in  the  absence  of  the Bailiff / Deputy Bailiff .
  6. To receive an update on the requirement for Children's Rights Impact Assessments (CRIAs).
  7. To note correspondence sent to the Bailiff in connexion with personal statements.
  8. To consider draft Terms of Reference for the proposed Women's Parliamentary Caucus and to receive an update from the Chair of the Diversity Forum Sub-Committee in this connexion.
  9. To consider a report in connexion with amendments to the rules on suspension of States Members.
  10. To  consider  draft  amendments  to  Standing  Orders  designed  to  facilitate  direct interaction between the Jersey Youth Assembly and the States Assembly.
  11. To approve changes to the Elections (Jersey) Law 2002.
  1. To note a response to issues raised by the Committee during a briefing from the Senior Operations Manager, Infrastructure Department, in connexion with the display of election advertising materials on or above highways.
  2. To consider forthcoming business for debate by the States Assembly and to decide whether the Committee wishes to comment on, or lodge an amendment to, any of the Propositions.
  3. To note the PPC Actions List for 2024 – 2025.
  4. To note the Minutes and Actions List of the Sub-Committees.
  5. To consider the revised draft Code of Conduct.
  6. 12.00pm – 12.15pm - To receive Deputy M.R. Scott of St. Brelade to discuss the draft Code of Conduct for Elected Members.
  7. To note that the next scheduled meeting will be held on Monday 1st December 2025 in the Blampied Room.
