REPORT
Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.
Background
The Minister for Health and Social Services is looking to create an Integrated Health Service under Health and Care Jersey. As stated in the recent consultation on the Integrated Healthcare proposal that was carried out across 2024 and into 2025:
We need organisations that deliver health and care services to work better together. To achieve this Tom Binet , Minister for Health and Social Services, is proposing setting up a Health and Care Partnership Board and bring together the government functions that work to promote and protect the health and wellbeing of Islanders.
An agreement was reached in principle on 20 December 2024 to transfer the Digital Health team and associated budgets to the HCJ Department. This would be a transfer of people and funding where appropriate.
This transfer supported HCJ plans with a migration of responsibility to HCJ and aims to improve ownership, management, and governance of the Digital Health Portfolio, whilst maintaining a close working relationship between Health and Care Jersey (HCJ) and Digital Services as custodians of the wider Government's IT applications, network, and infrastructure that HCJ integrates with.
The two principles which have been used as drivers for the derivation of the plan are:
- The goal from the Minister for Health and Social Services for HCJ to have responsibility for delivery of change projects.
- Core IT Services are the responsibility of Digital Services, to maintain economies of scale across Government and retain expertise and integration in core service areas.

It is intended to establish an SLA/MOU between HCJ support functions and central teams to ensure clarity in roles and responsibilities, outline interdependencies, and underpin constructive and collaborative working, with Digital Services developing an IT Service Catalogue and Memorandum of Understanding (MOU) for departments to further clarify IT Services roles and responsibilities.
