Background
Amendments to the Statistics and Census Law (Jersey) 2018 came into force on 21 February. The transition arrangements include creation by the Chief Statistician of a first list of Tier 1 statistics, restricted to the outputs of Statistics Jersey.
Tier 1 Statistics are Jersey's important and enduring statistical series. To be Tier 1 statistics, a statistical report:
- must be produced by a public authority;
- must represent the economic, demographic, social or environmental situation in Jersey;
- must
- be essential to critical decision-making,
- be of high public interest,
- meet expectations of impartiality and statistical quality,
- require long-term data continuity,
- allow international comparability; and
- must comply with the Code of Practice for Tier 1 Statistics
The Chief Statistician has assessed the Statistics Jersey statistical reports against the above criteria and also against the standards for Tier 1 statistics in article 7H of the Statistics and Census Law (Jersey) 2018 and has produced the attached list.
The Chief Statistician has updated the previous code and produced the (new) Jersey Code of Practice for Tier 1 Statistics | Statistics Jersey which was published on 5 September
As required by the law, the Statistics Council was given six weeks to advise on the list.
Schedule - List of Tier 1 Statistics Purpose of this schedule
This schedule lists the statistical outputs designated as Tier 1 statistics in accordance with Article 7J(3) of the Statistics and Census (Jersey) Law 2018 (the Law). In line with Article 22 (5) of the Law this first list of Tier 1 statistics consists solely of statistics that are produced by the Office of the Chief Statistician (Statistics Jersey).
Each output listed below has been assessed by the Chief Statistician, in consultation with the Statistics Council, and confirmed to meet all the criteria set out in Article 7G of the Law.
Accordingly, these outputs:
• are produced by a public authority;
• are essential for critical decision-making in Jersey;
• are of significant public interest;
• require long-term continuity of measurement;
• allow international comparability; and
• meet the standards set out in the Statistics and Census (Jersey) Law 2018.
The frequencies stated represent the minimum expected production intervals necessary to maintain data continuity and comparability. (Shorter intervals may be adopted where resources and circumstances allow.)
Notes:
"Report / Domain" identifies the publication or statistical area from which the Tier 1 output originates.
Inclusion of a report / domain does not imply that every element of the associated report is a Tier 1 statistic.
"Statistics Jersey" refers to the Office of the Chief Statistician as defined in Article 5 of the Law.
