REPORT
The Privileges and Procedures Committee (PPC) is required to fix dates for States Assembly meetings for the following year no later than the end of September each year. Following a decision taken by PPC a number of years ago, the dates are drafted to avoid meetings during any school holiday periods. In 2026, school term dates are as follows:
• Spring term: 5th January to 1st April (half term 16th to 20th February)
• Summer term: 20th April to 17th July (half term 26th to 29th May)
• Autumn term: 7th September to 18th December (half term 26th to 30th October)
Standing Orders 3 and 4 provide that – 2 Sessions of the States
- There shall be 2 sessions of the States in each year during which they shall meet;
- The 1st session shall start on the 3rd Tuesday in January and end no later than the last Tuesday in July;
- The 2nd session shall start on the 2nd Tuesday in September and end no later than the 3rd Tuesday in December.
4 Planning days for meetings of the States
- The PPC shall, no later than the end of September in each year, present to the States a list of days for meetings of the States in the 1st and 2nd sessions in the following year;
- Ordinarily, a meeting day is a Tuesday;
- The list may include continuation days.
In 2021, the States Assembly agreed to move to a 3 weekly cycle, therefore, the meeting dates for 2026 are detailed as an Appendix to this Report. School holidays have been avoided where possible and the dates provide for 14 meetings (plus Liberation Day) including Friday as an additional continuation day.
As required by Standing Orders, the first meeting of 2026 will be on 20th January which is the third Tuesday of January. An effectively 2 weekly cycle takes place throughout the Spring term, avoiding meeting during the Spring half term (16th – 20th February). The final meeting ahead of the 2026 public election on 7th June will be held on Monday 30th March, with continuation days on 31st March, 1st, 2nd April, acknowledging that the school term ends on 1st April. The meeting will start on a Monday to account for the loss of the continuation day on Friday 3rd April, due to Good Friday falling on this day. The candidate nomination period will commence on 20th April, as agreed by the Jersey Electoral Authority, with the announcement of candidates taking place on 27th April. Standing Order 19A prohibits the lodging of propositions during the Pre-Election Period, which commences on 20th February, and the final lodging date will therefore be 19th February. A reduction in the minimum lodging period for propositions scheduled for debate on 30th March will therefore likely be required. The final meeting for the current Assembly will be Liberation Day, which falls on Saturday 9th May. Following the public election on 7th June, the newly elected States will meet on Friday 19th June to select the Chief Minister designate, with the meeting to select Ministers

and Chairs taking place on Monday 29th June. A standard meeting of the States, to incorporate the appointment of Panel and Committee Members, will be held ahead of the summer recess on 14th July.
As required by Standing Orders, the first meeting of the second session will be on the second Tuesday in September, namely 8th September. The schools break for Christmas on 18th December.
The first meeting of 2027 will be on Tuesday 19th January.
