REPORT

On  1st July 2026, the Minister for the  Environment made  a  ministerial decision delegating certain of her functions under Articles 28, 30 and 30A of the States of Jersey Law 2005.

The Minister, having sought and received the consent of the Chief Minister, appoints Senator Mark Boleat as an Assistant Minister and delegates the following functions until such a time as the Ministry for Regulation and Planning comes into effect.

The terms of the delegations, and the legislation under which those delegations were made, were recorded in a Report attached to the Ministerial Decision, as shown below –

Scope of delegation:

In the event that the Minister is unavailable or out of the Island, the Minister delegated all powers and functions conferred upon or vested in the Minister, including the power to make an enactment, and all other areas where the Minister would otherwise have to act and be advised.

Recommendation

The Minister is recommended to sign a Ministerial Decision to record the appointment and  request  that  a  report  be  presented  to  the  States  Assembly  confirming  the appointment and the scope of any delegations. Senator Mark Boleat will hold the post of Assistant Minister until such a time as the Ministry for Regulation and Planning comes into effect.
