REPORT
On 3rd July 2026, the Minister for External Relations made a Ministerial Decision delegating certain of his functions under Articles 28, 30 and 30A of the States of Jersey Law 2005 (see Decision reference MD-ER-2026-564, available at www.gov.je).

In accordance withArticle 25(1)(a) of the States of Jersey Law 2005("the 2005 Law"), the Minister for External Relations appoints Senator Elaine Millar and Deputy C. F. Labey of Grouville and St Martin as Assistant Ministers.
In accordance with Article 28A(1) of the 2005 Law, Senator Millar is delegated the full range of functions and responsibilities relating to financial services, intellectual property and trade-marks, and sanctions and asset freezing (as outlined in the table below). The Minister also delegated all his External Relations functions to Senator Millar in circumstances where the Minister is away from the Island and/or temporarily absent.

Scope of the delegation | Full Ministerial functions under the legislation listed above, including the authority to sign Ministerial Decisions in respect of these areas and in respect of provisions included in any relevant legislation. In accordance with Article 28A(1) of the 2005 Law, Deputy Labey is delegated the range of functions as set out in the table below. The Minister also delegated all his External Relations functions to Deputy Labey in circumstances where the Minister and Senator Millar are both away from the Island and/or temporarily absent.

Facilitating twinning or co-operation agreements, or the development of existing agreements, with partner and neighbouring towns and/or cities. |
Scope of delegation: | Full delegation in respect of the above areas. This includes authority to sign Ministerial Decisions in respect of these areas and in respect of provisions included in any relevant legislation. All External Relations functions when the Minister and Senator Millar are away from the Island and/or temporarily absent. |
