REPORT

Decision(s):  Under  Standing  Order  168(3),  the  Minister  for  Infrastructure  hereby notifies the States that he has accepted the recommendation of Jersey Property Holdings to agree to the following –

(a)  Land transaction –

To agree for the Public, on behalf of Children, Young People, Education and Skills, to enter a new 9-year lease with Andium Homes Ltd for Southwood, 30- 31 Belmont Road, Jersey, JE2 4SA. The annual rent will be £27,778 per annum.

The Minister hereby authorises, as applicable, the Attorney General and the Greffier of the States to pass any contract which is required to be passed on behalf of the Public; and the Director of Property Holdings to conclude any contract which is required to be concluded on behalf of the Public.

After the expiry of 15 days following presentation to the States the transaction may be concluded.

Children's and Family Services have a requirement for a property to provide additional supported residential accommodation as part of the Loving Homes Project.

The Property is a terraced 10-bedroom hostel with a secure courtyard which fulfils the requirement. Plans of The Property are provided within the Heads of Terms provided as a supporting document.

The annual rent will be £27,778 per annum.

The property falls under Class J, which permits use as a children's home without requiring a change of use.

CYPES will enter into an internal agreement with Jersey Property Holdings and will be fully liable for all associated lease costs.
