REPORT

Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

Transfers between Heads of Expenditure under Article 18 of the Law

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.

1. Purpose of Report

To enable the Minister to approve a recurring transfer of up to £181,000 (inclusive of 2026 pay awards) and associated full-time-equivalent (FTE) from the People Services head  of  expenditure  to  the Treasury  &  Exchequer (T&E) head  of  expenditure in 2026, representing the budget and staffing of the Analytics team.

2. Background

The proposed integration will support a centralised team combining both People and Financial data analytics, aligning with the broader government data transformation strategy, it aims to strengthen strategic decision-making by aligning workforce insights with financial performance and allow all team members to support each other in their specialist area.

This integration will further assist in providing improved efficiency and effectiveness in  delivery  of  analytical support and enable a  more  holistic  view of the organisation's health  and  enhance the ability  to  forecast  costs,  optimise workforce  planning,  and  drive  measurable  business  outcomes,  fostering greater efficiency,  improved resource  allocation,  and  support  a  data-driven  culture  that ultimately benefits the organisation.

Whilst in year costs have been incurred which necessitate the retention of a portion of the  budget  by  People  Services  in  2026,  it  is  intended  that  the  full  budget allocation, including pension, social security and basic pay of up to £220,000 (inclusive of 2026 pay awards), will transfer on a recurring basis from 2027.

3. Recommendation

The  Minister  is  recommended  to approve the recurring  transfer up to £181,000 (inclusive  of  2026  pay  awards) and associated FTE from the  People Services head of expenditure to the Treasury & Exchequer head of expenditure from 2026.

4. Reasons for Decision

Article 18(1)(a) of the Public Finances (Jersey) Law 2019 states that a specified amount appropriated for one head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure that is set out in the government plan.

Article 18(4) of the Public Finances (Jersey) Law 2019 states that the Minister shall give the States Assembly at least 4weeks' notice before an amount is transferred under paragraph(1)(a).

Article 18(5) of the Public Finances (Jersey) Law 2019 states that if a direction under this Article would affect a head of expenditure that relates to the responsibilities of any Minister, that Minister must be consulted before the direction is made. The ACM has been consulted.

To comply with P.67/1999 which charges the Minister for Treasury and Resources to regulate the number of persons that may be employed by the States.

5. Resource Implications

The People Services  revenue  head  of  expenditure to  decrease by up to £181,000 (inclusive of 2026 pay awards) and the Treasury & Exchequer revenue head of expenditure to increase by an identical amount in 2026. The approved FTE of Treasury  &  Exchequer to  increase by  associated FTE  and  the  approved  FTE of People Services to decrease by an identical amount.

This decision does not change the total amount of expenditure approved by the States in the 2026 Budget. The recurring transfer will be reflected in the 2027 Budget cash limits.
