Introduction
The Children (Convention Rights) (Jersey) Law 2022 makes provision for Jersey to carry out its rights and obligations under the United Nations Convention on the Rights of the Child.
One of those obligations (under Article 10(d) of the Law) is the presentation of an annual report, within six months of a year-end, which details how Ministers and their delegates have fulfilled their duty over the prior year.
The following report relates to the period 1 January 2025 to 31 December 2025, and it sets out all the Children's Rights Impact Assessments (assessments) that have been required to be carried out by Ministers in relation to propositions which are brought to the States Assembly for debate.
Changes during 2025
While in previous years, assessments have been carried out for every proposition and amendment lodged, it was determined in late 2025 that proposers would consider the impact of the proposition on children's rights in accordance with Article 3 of the Law, and prepare an assessment as required.
There are two types of assessment, a preliminary screener' which is done to determine whether the second type, a full assessment, is required.
Assessments
The table below lists all the assessments which have been undertaken, the level of that assessment and which articles of the UNCRC were applicable in each case.
All assessments are publicly available on the States Assembly website and are published as addendums to the relevant proposition.
