Introduction
This report sets out the Government of Jersey's expenditure in relation to consultants and the temporary external workforce, in line with the commitment made in Proposition P.59/2019 to strengthen transparency in this area. Its purpose is to provide States Members and the public with a clear account of expenditure across all ministerial departments.
Consultants and the temporary external workforce play an important role in the operation of government. These resources provide short-term flexibility and capacity in frontline services allows for a more cost- effective staffing model. Their use enables essential services to continue where immediate operational needs must be met, and where a pause or reduction in service would have significant consequences for the public. They also supply specialist knowledge that it would not be practical or economical to resource on a permanent basis within the organisation.
The use of external expertise, however, sits within an important wider context. The Common Strategic Policy includes a commitment to reduce reliance on external resourcing, and the Government's Strategic Workforce Plan sets out how this will be achieved. The plan focuses on long-term workforce planning, strengthening internal capability, and improving the retention of permanent employees. These actions aim to ensure that future workforce needs can be met more consistently from within the organisation, reducing the need for external support over time.
Summary Analysis
Total consultant and the temporary external workforce expenditure fell by £44.8 million (54%) between 2023 and 2025. This overall reduction comprised a £22.5 million (27%) fall between 2023 and 2024 from £82.8 million to £60.3 million, followed by a further £22.4 million (37%) decrease to £38.0 million in 2025. This sustained downward trajectory reflects the Government's continued commitment to reducing reliance on consultants, agency workers and contingent labour.

Please note: Figures differ from those published in the Annual Report & Accounts 2024 due to post-publication re-categorisation of certain costs. A line-by-line review was undertaken to ensure consistency with current definitions, resulting in the re-classification of some historic items. The 2023 figures have also been restated to reflect the treatment of Outsourced Service Solutions, using the current categorisation framework to aid comparability.
Expenditure decreased across every temporary external workforce category in 2024 compared with 2023, with each category experiencing a further reduction in 2025, as shown in the chart below. A key driver of the reductions was the introduction of a new policy and approval process in mid-2024, which strengthened oversight and controls over third-party expenditure.

Agency Health Care & Social Workers expenditure reduced by £18.0 million (50%) between 2023 and 2025, which represents the largest absolute reduction in any category. This reflects the impact of strengthened recruitment processes and tighter oversight of agency appointments primarily within Health and Care Jersey. Reductions were fairly evenly spread across years but were more pronounced in relative terms between 2024 to 2025. Expenditure in 2025 decreased £9.6( million – a fall of more than one-third compared to the prior year.
Consultancy expenditure decreased by £13.3 million (69%), the largest proportional reduction, between 2023 and 2025, while contingent labour expenditure fell by £8.3 million (47%) over the same period. These reductions reflect a combination of revised resourcing approaches for digital programmes, the conclusion of major initiatives such as sea connectivity, and a general scaling back of externally delivered activity, with contingent labour also reducing as specialist capital-project support contracts ended. While the largest absolute reductions in expenditure were recorded in 2024, in proportional terms reductions was similar across both years. Consultancy spending reduced by 42% in 2024 and 45% in 2025, while contingent labour reduced by 29% and 25% in the same years respectively.
Agency Other expenditure reduced by £5.2( million (53%) between 2023 and 2025, driven largely by a shift away from agency engagements in the Department for Infrastructure and Environment, and by improved recruitment within the Department for Children, Young People, Education and Skills. Following a modest reduction 2023 and 2024, spending declined significantly in 2025 by £4.4( million – a decrease of 50% compared to 2024.
Overall, the data is consistent with the Government's commitment to actively managing its use of external resources and shifting towards more sustainable resourcing.
Notes on Scope and Classification
- In line with earlier reports, departments and accountable officers shown in the tables may differ from those in place when the procurement originally occurred. This reflects routine organisational changes, including departmental restructuring and normal staff movement.
- Consistent with previous reporting, daily consultant rates are not published. Due to commercial sensitivities, total cost for the reporting period remains the most appropriate and meaningful measure for readers.
- As in earlier years, individual names have been anonymised where necessary and replaced with initials to protect personal data.
- Alongside the introduction of new spending controls in 2024, updated guidance and clearer category definitions were implemented for hiring managers to enhance reporting capabilities. This led to the introduction of the category Outsourced Service Solutions, which reflects arrangements where an external provider delivers an entire service or function – engagements that were
outside the scope of this report. Historically, some such operational contracts (for example multi-year construction contracts) were sometimes incorrectly recorded as Consultancy or Contingent Labour because a more suitable category did not exist. With these engagements now correctly classified, they no longer feature in this report. This reflects improvements in data
quality rather than any change in activity or report scope.
- The column indicating whether a structured needs assessment was undertaken has been removed. As this assessment is a mandatory prerequisite for engaging any non-permanent or external resource, it is invariably completed and therefore offered limited value within the report.
- For consistency, summary-level figures for 2023 have been restated and incorporated to allow meaningful comparison across the periods. Compiling this report requires significant manual intervention and takes several weeks. As a matter of practicality, in restating 2023 figures some simplifying assumptions have been made to reduce the level of manual review required. This could understate the level of relevant expenditure in the year meaning that recorded reductions in spending that have been registered would have been higher.
- Although Fixed-term Contractors have historically appeared in this report, they were not part of the original scope. They are Government of Jersey employees, and their numbers are already captured within the Public Sector Staffing Statistics and the Annual Report & Accounts. To avoid duplication and to better reflect this report's intended focus on external resources, Fixed-term Contractors will no longer be included.
