The Establishment Committee recommends that, if the States approve the Housing Committee's Strategic Policy Report, any additional staffing requirements should be considered in the light of both the States policy on manpower and the principles of the Regulation of Undertakings and Development Law and would not normally be approved unless compensatory savings are made elsewhere.
