The Establishment Committee recommends that, at the earliest opportunity, the Housing Committee clearly identifies the precise manpower implications of implementing the proposals as detailed in the report and proposition. If the States agree the proposals, any additional staffing requirements should only be implemented when, in accordance with States policy, compensatory savings in terms of manpower have been identified and effected elsewhere in the public sector.
