COMMENTS
The Council of Ministers fully agrees with the view expressed by the Deputy of St. Ouen that the relationship between the States and the Parishes needs to be maintained and developed.
In support of this objective, the Council has recently brought an amendment to the draft Strategic Plan 2006 to 2011 (Amendment No. 19) which includes the following proposal –
(18) in Commitment Five, Outcome 5.1 –
(a ) in Outcome 5.1, add an additional indicator –
" T h e parish system plays a key part in Island life, and there is a close working relationship between the States, the Comité des Connétable s and the parish authorities in providing
services to the public.";
(b ) a ft er Action 5.1.8, insert the following new Action –
" 5 . 1 .9 W o r k co-operatively and in consultation with the Comité des Connétable s in providing services to the public (CM)",'
The Council of Ministers believes that the amendment from the Deputy of St. Ouen is complementary to its own proposal, and it has the Council's full support.
