COMMENTS
The Channel Islands Lottery Distribution of Proceeds 2026 [P.58/2026] ("the Proposition") was lodged au Greffe on 4th March 2026 by the Minister for Sustainable Economic Development ("the Minister") and is scheduled for earliest debate at the States sitting commencing on 14th July 2026. The Economic and International Affairs Scrutiny Panel ("the Panel") anticipates, given the upcoming pre-election period, that the Minister will intend to seek leave of the Assembly to reduce the lodging period for the Proposition to allow it to be debated on 24th March 2026.
Proposed allocation of proceeds
The Panel notes that the Minister intends to retain the 2025 allocation model for distributing the proceeds from the Channel Islands Lottery and, as such, is proposing no changes to the distribution of funding across recipient groups for 2026.
In the corresponding 2025 proposition [P.51/2025], the Minister successfully proposed moving from a 50/50 funding split between the Association of Jersey Charities and the Jersey Community Foundation to the current model, in which the portion relating to sports is delivered through Jersey Sport. At that time, the Panel issued Comments expressing its support for the revised distribution structure. The Panel maintains this position.
