Draft Sea Fisheries (Les Ecréhous) (Jersey) Amendment Regulations 202- (P.66/2026) – Children’s Rights Impact Assessment

1)  Name and brief description of the proposed decision

Decision' means:

• an Assembly proposition

• an amendment (or further amendment) to a proposition

• for Ministerial duty-bearers, policy under development

The proposition seeks to amend Schedule 2 of the Jersey commercial fishing licence conditions to extend the No Parlour Pot Zone at Les Ecrehous.

These  measures,  if  approved,  will  allow  for  improved  management  of  marine resources in Jersey's territorial waters.

Children do not experience this differently from adults.

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children

There are no specific groups of children or young people affected by this proposition. Children and young people that go fishing (either recreationally or intending to do so commercially in the future) will have to follow the spatial restrictions that are in force at the time (current ones in the 2001 Regulations or commercial licence conditions or those proposed in this proposition, if adopted).

3)  What is the likely impact of the proposed decision on children and on their

rights?

Impacts may be positive or negative, direct or indirect

This proposition, which seeks to improve the management of important local stocks, is unlikely to impact on children or on their rights. It could be considered that the objective to appropriate conserve and manage the marine environment is of benefit to all children, outlined in the guiding principles of the UNCRC.

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

Other than the overarching principle to improve the conservation and management of the environment, no specific impacts on children and their rights have been identified in respect of this proposition.
