Welcome/  A1. The Committee, with reference to its Minute No. A2 of 7th July 2025 of the terms of  Committee as previously constituted, welcomed Members to the inaugural meeting reference.  of the newly constituted Privileges and Procedures Committee.

It was recalled that, following the resignation of Connétable K. Shenton-Stone , Deputy S.M. Ahier of St. Helier North had been appointed as Chair of the Committee on 8th July 2025, with the remainder of the Committee being appointed on 9th July 2025.

The Committee's attention was drawn to Standing Orders 127 – 131, which set out the specific responsibilities of the Privileges and Procedures Committee.

Appointment  A2. The Committee agreed to appoint Deputy C.S. Alves of St. Helier Central as of Vice-Chair.  Vice-Chair of the Privileges and Procedures Committee in accordance with Standing

Order 131(3).

Appointment  A3. The Committee, with reference to Minute No. A1 of 7th March 2024, of the of Sub- Committee as previously constituted, considered a report which had been prepared Committee  by the Deputy Greffier of the States in connexion with the re-constitution of the Chairs.  various Sub-Committees of the Privileges and Procedures Committee.

The Committee recalled that the Machinery of Government, Diversity Forum, and Political Awareness and Education Sub-Committees had been established under Standing Orders.

The Committee agreed to re-appoint the previous Sub-Committee Chairs as follows –

Deputy T.A. Coles of St. Helier South - Machinery of Government (MoG) Sub- Committee;

Deputy C.S. Alves of St. Helier Central - Political Awareness and Education (PAE) Sub-Committee; and

Deputy L.K.F. Stephenson of St. Mary, St. Ouen and St. Peter - Chair of the Diversity Forum (DF) Sub-Committee.

It was recalled that the Committee, as previously constituted, had also established the States Members' Pensions Sub-Committee, of which Deputy S.M. Ahier of St. Helier North had previously  been  Chair.  The  Committee agreed to re-appoint Deputy Ahier as Chair of the Sub-Committee.

Turning to the membership of the Sub-Committees, the Committee requested that the Greffier of the States invite expressions of interest from all States Members. It was noted that Connétable K. Shenton-Stone of St. Martin and Deputy K.L. Moore of St. Mary , St. Ouen and St. Peter had already expressed an interest in joining the PAE and MoG Sub-Committees, respectively.

for 2026, which took the pre-election period into account and requested that all meetings be held between 9.15 am and 11.30 am.

It was noted that electronic calendar invitations would be sent.

States  A5. The Committee heard from Deputy S.M. Ahier of St. Helier North , Chair, in Assembly:  connexion with a proposal for the scheduled meeting of the States Assembly on 9th additional  September 2025, to commence at 2.15 pm on Monday 8th September 2025, due to meeting day –  the volume of business.

2025.  Having expressed support for the above proposal, the Committee requested that the

Greffier of the States advise all Members of the additional meeting day as soon as possible to allow sufficient time for Members to make any necessary practical arrangements.

On a related matter, the Committee discussed Standing Order 64, which related to questions  without  notice  and  the  order  in  which  the  Chief  Minister/Ministers appeared on the rota. It was agreed that this matter could be discussed in more detail at a future meeting.

Electronic  A6. The Committee noted electronic correspondence dated 10th July 2025, from the voting system:   Deputy Greffier of the States to all States Members in connexion with difficulties technical  which had been experienced with the electronic voting system due to a human error issues.  during the States meeting on 9th July 2025.

The Committee was advised that the system had been disabled in error and whilst it had  not  been  possible  to  retrieve  a  breakdown  of  votes  in  respect  of  certain propositions overall votes had been recorded as follows -

- Articles of the Draft Civil Status (Abolition of Legitimacy etc.) (Jersey) Law 202- (P.44/2025) - 44 votes pour, 0 votes contre and 0 abstentions;

- Draft Civil Status (Abolition of Legitimacy etcetera) (Jersey) Law 202- (P.44/2025)  in  Third  Reading  -  43  votes  pour,  0  votes  contre  and  0 abstentions; and,

- Jersey Police Complaints Authority: Appointment of Members (P.47/2025) - 42 votes pour, 0 votes contre and 0 abstention.

It was noted that the Bailiff had been made aware of the issue and the votes were not disputed. These would be recorded as Standing Votes on the States Assembly website, with reference to the technical difficulties also being reflected in the States Minutes and Hansard. Whilst no further technical issues were envisaged, the voting system would be tested during the summer recess.

The  Committee  suggested  that  consideration  be  given  to  the  installation  of  a protective cover for voting buttons.

States  A5. The Committee, with reference to Minute No. A9 of 16th June 2025, of the Assembly  Committee as previously constituted, heard from Deputy S.M. Ahier of St. Helier meeting dates -  North, Chair, in connexion with the States meeting schedule for 2026, which had 2026.  recently been presented to the States Assembly.

The Chair informed the Committee that a number of Members had expressed concerns in relation to the meeting schedule for March 2026. Consequently, the Committee was asked to consider amending the schedule so that the final meeting of the States before the pre-election period was held on 24th March 2026, with 30th and 31st March and 1st and 2nd April 2026 being continuation days, if required.

The Committee endorsed the proposal and requested that the Greffier of the States make the necessary arrangements for a revised meeting schedule to be prepared for approval by the Committee and presentation to the States. The Committee also requested that a meeting schedule for the first half of 2027 be prepared for its consideration to allow for forward planning.

Date of next  A6. The Committee noted that the next scheduled meeting would be held on 8th meeting.  September 2025, from 9.15 am – 11.30 am in the Blampied Room.
