Draft Elections A1. The Committee, with reference to its Minute No. A2 of 4th June 2025, (Electoral considered an amendment, which had been lodged ‘au Greffe’ by the Comité des Registers) Connétable s on 17th June 2025, to the second amendment to the proposition entitled (Jersey) ‘Draft Elections (Electoral Registers) (Jersey) Amendment Law 202- (P.27/2025 Amendment Amd.(2). referred).

amendment to It was recalled that the draft legislation had been referred back to the Committee for second further consideration in response to concerns expressed by Members during the amendment. debate. The Committee’s second amendment sought to address the primary issue
raised by allowing candidates access to the electoral roll after the formal nomination process, albeit the electorate would be able to opt out from having their names provided to candidates. The amended draft also responded to safeguarding and human rights considerations.
The Committee noted that the Comité des Connétable s’ amendment sought to maintain that ability for the electorate to opt out of having their names included on the electoral register supplied to candidates for safeguarding purposes. The Comité had highlighted that, whilst candidates were required to declare criminal offences, this did not necessarily disqualify them from standing for election. Additionally, the amendment included a provision for the option to opt out to be retained in the event that an elector moved Parish.
Having considered the Comité’s amendment, the Committee agreed to accept the same.
