Common-wealth Parliamentary Association Election Observers ( P.74/2025): comments. | A1. The Committee, with reference to Minute No. A8 of 28th April 2025, of the Committee as previously constituted, considered draft comments which had been prepared in response to P./74/2025 – Commonwealth Parliamentary Association (CPA) Election Observers, which had been lodged au Greffe' on 9th October 2025, by Connétable A.S. Crowcroft of St. Helier . The Committee noted that the proposition requested the Chair of the Privileges and Procedures Committee to invite election observers from the CPA to monitor and report on the public election in June 2026. The Committee recalled that Election Observation Missions (EOMs) had been arranged for previous elections and that any recommendations arising from the observation of the election were provided in a report thereafter. The previous Committee had agreed that the next EOM should be arranged for the 2030 public election given that recommendations arising from EOMs in 2018 and 2022 had, in most cases, been implemented. In arriving at this decision, the Committee had been mindful of the role of the Jersey Electoral Authority and its oversight of the election process and the budgetary implications associated with an EOM (£35,000). In his proposition the Connétable referenced the adoption of P.56.2025, which enacted the legislation necessary to reinstate the role of Senators in accordance with P.2/2025. The Connétable expressed concerns regarding the impact of the decision and the resultant gerrymandering' of the electoral system. Consequently, he wished to ensure that a peer review of the election was undertaken by the CPA with the necessary funds being included in the forthcoming budget. Having considered the draft comments, the Committee approved the same, subject to minor amendments and requested that they be presented to the States. |
