Meanwhile use of the former Gas Place site P.48/2025
THE STATES, resuming consideration of the proposition of Deputy David James Warr of St. Helier entitled Meanwhile use of the former Gas Place site' (P.48/2025), rejected the proposition that upon its vacation by the current users, and until such time as long-term development commenced, meanwhile' use should be made of the former Gas Place site (including the former Gas Place showroom site), with the development of that use to be informed by engagement with relevant local stakeholders, and to request the Minister for Treasury and Resources (in her capacity as shareholder representative) to request Andium Homes to work with such stakeholders to develop and implement meanwhile' use of the site that would be beneficial to the community.

Joined-up public infrastructure framework for an ageing population P.50/2025
THE STATES, commenced consideration of a proposition of Deputy Inna Gardiner of St. Helier North entitled Joined-up public infrastructure framework for an ageing population' (P.50/2025), and, adopting an amendment of the Council of Ministers (P.50/2025 Amd.) agreed that –
in paragraph (a), the word "January" should be substituted with "July";
paragraph (a)(i) should be deleted and the subsequent paragraphs should be re-designated accordingly; for the words ", including mandatory" there should be substituted "reflective of nationally accepted best practice, including" and after the words "adequate lighting on walkways" there should be inserted "where appropriate";
in paragraph (a)(iii), after the words "with the bus provider, that" there should be inserted the words "seek to"; after the words "and visual updates" there should be inserted "at key interchanges and high use stops, where appropriate provide"; and after the words "shelter from weather," there should be inserted "encouragement to accept".
in paragraph (a)(iv), for the words "10-Minute Neighbourhoods" there should be substituted "Continue to develop the concept of liveable neighbourhood', as can be interpreted in the Bridging Island Plan, and work towards, wherever possible, providing neighbourhood facilities" and for the word "walk" there should be substituted "travel time of the development"
in paragraph (a)(v), for the words "every 300 to 500 meters" there should be substituted "within 500 metres, where possible".
THE STATES, adopting paragraph (a) of the proposition of Deputy Inna Gardiner of St. Helier North , as amended, requested the Chief Minister, in consultation with the Minister for the Environment and the Minister for Infrastructure, to develop and introduce an Age-Friendly Infrastructure Framework (the "Framework") by 31st July 2026, to be delivered in conjunction with the existing "Delivering Investment into the Public Realm".

THE STATES, adopting paragraph (a)(ii), as amended, agreed the Framework would include, but not be limited to accessible public transport networks, following liaison with the bus provider, that would seek to include an increase in the number of bus shelters and, as replacements were due, upgrades to shelters with real-time audio and visual updates at key interchanges and high use stops, where appropriate providing benches with armrests, shelter from weather, encouragement to accept priority seating, and ongoing training for staff on senior accessibility needs.

THE STATES, adopting paragraph (a)(iii), as amended, agreed the Framework would include, but not be limited to continuing to develop the concept of "liveable neighbourhood", as could be interpreted in the Bridging Island Plan, and work towards, wherever possible, providing neighbourhood facilities for older adults, with an encouragement of development where all essential services (GP, pharmacy, grocery, park or green space, community space) were within 10 minutes' travel time of the development, and partnering with local businesses to provide age-friendly store layouts and customer-service training.

Channel Islands Lottery Distribution of Proceeds 2025 P.51/2025
THE STATES commenced consideration of a proposition of the Minister for Sustainable Economic Development entitled Channel Islands Lottery Distribution of Proceeds 2025' (P.51/2024), and, adopting the proposition, agreed, in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, to allocate £857,410 to the Jersey Community Foundation, the Association of Jersey Charities and Jersey Sport for onward distribution in support of the Island community, with the allocation to be as follows –
• 50% to the Association of Jersey Charities £428,705 solely for charities;
• 30% to the Jersey Community Foundation £257,223 to be split between – arts, culture and heritage (65-75%); and
applied science or applied research in the fields of engineering, biology, physics, chemistry or mathematics, provided that the funds were either to be used locally or for the direct benefit of Jersey, including any education from which local residents might benefit (25-35%); and
• 20% to Jersey Sport £171,482 for sports and active lifestyles.
