THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), Members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with Members able to participate remotely using Microsoft Teams. THE STATES, having been informed by the Chair of the Corporate Services Scrutiny Panel that, in accordance with the provisions of Standing Order 72(1), she wished to have the Draft Elections (Jersey) Amendment Law 202- referred to that Scrutiny Panel, agreed that, in accordance with the provisions of Standing Order 72(6), the 2nd reading of the draft Law should be listed to continue on 24th June 2025.
Social rents plan to reduce rental stress for tenants P.29/2025
THE STATES, commencing consideration of a proposition of Deputy Raluca Stefana Kovacs of St. Saviour entitled Social rents plan to reduce rental stress for tenants' (P.29/2025) and, adopting an amendment of the Minister for Housing (P.29/2025 Amd.), agreed that –
after the words "to agree" there should be inserted the words "with the principle";
after the word "that," for the words "from January 2027," there should be substituted the word "the";
after the words "social housing rents" there should be inserted the words "and system and income support policies";
after the word "should" the words "be set at a rate that does" should be deleted;
after the words "in consultation with the Minister for Treasury and Resources" there should be inserted the words "and Minister for Social Security";
for the words "plan for a revised housing rental policy" there should be substituted the words "assess options for a revised social housing rental policy"; and
for the words "to bring that policy to the Assembly for endorsement by January 2026" there should be substituted the words "to present those options to the Assembly by January 2026, to inform future decisions of the Assembly".

THE STATES, adopting the proposition of Deputy Raluca Stefana Kovacs of St. Saviour , as amended, agreed with the principle that the social housing rents system and Income Support policies should not put tenants in rental stress and requested the Minister for Housing (in consultation with the Minister for Treasury and Resources and Minister for Social Security) to assess options for a revised social housing rental policy on the basis of this principle and to present those options to the Assembly by January 2026, to inform future decisions of the Assembly.

THE STATES commenced consideration of a proposition of Deputy Max Brennan Andrews of St. Helier North entitled Review of the impact of increases to the Minimum Wage on the recruitment and retention of trainees' (P.32/2025), and acceded to a request by Deputy Andrews , in accordance with Standing Order 69 (4) that his proposition be withdrawn.
Chief Minister Poll P.33/2025
THE STATES commenced consideration of a proposition of Deputy Kristina Louise Moore of St. Mary , St. Ouen and St. Peter entitled Chief Minister Poll' (P.33/2025) and rejected the proposition –
- to agree, in principle, that the Chief Minister should be elected through an Island-wide vote of registered voters;
- that, prior to a general election, all prospective candidates intending to stand for the role of Chief Minister must declare their intention when they submitted their nomination form as a Senatorial candidate in the general election;
- that a poll of candidates should be conducted in parallel with a general election to establish which the electorate preferred in the role of Chief Minister;
- that the results of the poll of candidates for Chief Minister should be binding, and that the successful candidate would become Chief Minister designate upon their taking the oath of office as a States Member following the general election; and
- to request the Privileges and Procedures Committee to bring forward for approval the necessary legislative amendments to give effect to the above proposals for implementation before 28th February 2026.
