Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams. Jersey Overseas Aid Commission: re-appointment of non-States Commissioner P.18/2025

THE STATES, adopting a proposition of the Minister for International Development entitled Jersey Overseas Aid Commission: re-appointment of non-States Commissioner' (P.18/2025), re-appointed Therese Morel as a non-states Commissioner of the Jersey Overseas Aid Commission, effective immediately for a three-year period until April 2028, in accordance with the Jersey Overseas Aid Commission (Jersey) Law 2005.

Extension of eligibility criteria for election candidates P.20/2025

THE STATES rejected a proposition of Deputy Carina Soares Alves of St. Helier Central entitled Extension of eligibility criteria for election candidates' (P.20/2025) that requested the Privileges and Procedures Committee to bring forward all necessary legislative amendments in time for the General Election in 2026 to extend the criteria for qualification to stand for, and be elected to, the States of Jersey to include any individual who was not a British citizen, provided that they had –

met the conditions for permanent Entitled status under the Control of Housing and Work (Residential and Employment Status) (Jersey) Regulations 2013; and
passed the Knowledge of Life (Citizenship Test).

Regulation of the Professional Practice of Therapeutic Counselling Services P.21/2025

THE STATES, resuming consideration of a proposition of Deputy Thomas Antony Coles of St. Helier South entitled Regulation of the Professional Practice of Therapeutic Counselling Services' (P.21/2025), rejected the proposition that requested the Minister for Health and Social Services to include, as part of his legislative programme for 2025, the regulation of the professional practice of therapeutic counsellors, including requiring registration with a governing body, and subsequently the Jersey Care Commission, ensuring that they met a minimum standard of qualifications, and to present the legislative requirements to the Assembly no later than January 2026.
