THE STATES commenced consideration of a proposition of Deputy Hilary Louise Jeune of St. John , St. Lawrence and Trinity entitled Evidence-Based Energy Strategy' (P.11/2025) and noted, in accordance with Standing Order 34(1), that Deputy Philip Francis Cyril Ozouf of St. Saviour had informed the Greffier of the States that his amendment to the proposition (P.11/2025 Amd.) had been withdrawn.
THE STATES resumed consideration of a proposition of Deputy Hilary Louise Jeune of St. John, St. Lawrence and Trinity entitled Evidence-Based Energy Strategy' (P.11/2025) and, adopting an amendment of the Minister for the Environment (P.11/2025 Amd.(2)), agreed that, in paragraph (a), for the word "October" there should be substituted "December", for the word "implement" there should be substituted "start implementing" and for the words "market competitiveness" there should be substituted "a market that delivers competitive outcomes."
THE STATES, adopting a proposition of Deputy Hilary Louise Jeune of St. John , St. Lawrence and Trinity , as amended, requested the Council of Ministers to develop, and before 31st December 2026, start implementing an evidence-based energy strategy, that sets out Jersey's long-term energy requirements, and balances the need for affordability, safety, security, a market that delivers competitive outcomes and carbon-neutrality of the energy sector in Jersey; and to bring forward the necessary legislative changes subsequent to the implementation of the energy strategy for approval by the Assembly before 31st December 2027.
