THE STATES commenced consideration of a proposition of Deputy Mary-Rose Scott of St. Brelade entitled Non-Elected Members on Scrutiny Panels and change in Troy Rule' (P.46/2025) and rejected paragraph (a) that the appointment to Scrutiny Panels of persons who were not States Members should be permitted, on similar terms and with similar safeguards as non-States Members might be appointed to the Public Accounts Committee and subject to such further democratic safeguards as the Privileges and Procedures Committee and Scrutiny Liaison Committee might regard as appropriate, provided that the relevant Scrutiny Panel should contain a minimum of two States Members (including the Chair and Vice- Chair) and that the number of non-States Members on that Panel should be no greater than 50% of the total membership of the Panel.

Changes in Presidency

The Deputy Bailiff retired briefly from the Chamber during consideration of the proposition of Deputy Mary-Rose Scott of St. Brelade entitled Non-Elected Members on Scrutiny Panels and change in Troy Rule' (P.46/2025) and the meeting continued under the Presidency of Mr. William John Charles Millow , Deputy Greffier of the States, until the Deputy Bailiff 's return.

Resignation of Chair of the Privileges and Procedures Committee

The Deputy Bailiff notified the Assembly that, in accordance with Standing Order 129(2), he had received a letter of resignation from the Privileges and Procedures Committee from the Connétable of St. Martin .
