Proposed A1. The Committee, with reference to its Minute No. A2 of 10th November 2025, amendment to considered a draft amendment to P.102/205 (Amendment to Standing Orders: Code Standing of Conduct).
Orders: Code
of Conduct for The Committee recalled that a briefing had been held on 26th January 2026, in Elected connexion with the above proposition. Some consternation had been expressed by Members: Members with regard to Rule 13, which required Members to declare any relevant proposed interest which might reasonably be considered to influence their approach to a matter amendment to under consideration, including membership of certain organisations such as private P.102/2025. societies and clubs that had specific terms and agreements, including membership
by selection or invitation only. The draft Code also required the membership of such organisations to be declared on the Members' Register of Interests. The aim was to address any perception of fraternity, loyalty and/or being beholden to an organisation such that it could be judged to influence a Member.
The Committee noted that the amendment proposed revising the wording of Rule 13 to replace the word "certain" with the word "relevant" and deleting the words "such as" and "that have specific terms and agreements, including membership by selection or invitation only".
The Committee approved the proposed amendment and requested that it be lodged au Greffe'. It was noted that Deputy M. R. Scott of St. Brelade had also lodged amendments to the proposition which sought to align the purpose of the Code with that of other parliamentary Codes and to extend the scope of Rule 11 to ensure that States Members committed to best practice in relation to Cyber Security. It was noted that the Chair was minded to accept Deputy Scott 's amendments.
