Machinery of Government PPC Sub-Committee

Minutes.

A1. The Minutes of the meeting of 13th February 2026, having previously been circulated, were taken as read and were confirmed.

Lobbying Guidance and Engagement Code.

A2. The Sub-Committee, with reference to its Minute No. A3 of 13th February 2026, received an oral report from Mr. Y. Fillieul , Assistant Greffier of the States, Chamber and Members’ Support, States Greffe in connexion with the Lobbying Guidance and Engagement Code for Elected Members of the States (P.34/2026 refers).

It was recalled that the Privileges and Procedures Committee (PPC) had lodged the proposition on 10th February 2026, and Deputy T.A. Coles of St. Helier South , Chair, would as rapporteur during the debate, which was due to be held on 24th March 2026.

It was noted that any concerns in relation to what constituted lobbying under the proposed Guidance Code would be addressed during the debate. The voluntary nature of the Guidance Code would also be highlighted.

In the event that the proposition was not adopted by the States, it was suggested that the Lobbying Guidance Code could be used by Members as an informal tool to improve understanding of lobbying in the Jersey context.  Reference would also be made to increasing transparency around lobbying in the Sub-Committee’s Legacy Report (Minute No. A4. of the extant meeting refers).

On a related matter, the Sub-Committee noted that recent States debates on the Draft Termination of Pregnancy (Jersey) Law 202- (P.16/2026 refers), Treating Children as Children (P.14/2026 refers) and the Draft Assisted Dying (Jersey) Law 202- (P.65/2025 refers) had attracted comments from international lobbyists. This demonstrated the need to improve understanding and transparency of lobbying activity in Jersey.

The Sub-Committee noted the position.

Role Profiles for elected Members.  

A3. The Sub-Committee, with reference to its Minute No. A4 of 13th February 2026, received and considered an updated draft of the ‘Role Profiles for States Members’ document and heard from Mr. Y. Fillieul , Assistant Greffier of the States, Chamber and Members’ Support, States Greffe, in this connexion.

It was recalled that the Privileges and Procedures Committee (PPC) had considered the document at its meeting of 1st December 2025 and had requested that it be shared with the PPC Diversity Forum (DF) and Political Awareness and Education (PAE) Sub-Committees for comment. The DF Sub-Committee had recommended the inclusion of information to promote visibility of lesser-known roles and the document had been updated to include this information.

The Sub-Committee was informed that the PAE Sub-Committee had recently reviewed the Role Profiles document and no further comments had been received. PPC had also considered the document at its meeting of 9th March 2026, and it would be updated to take account of comments made prior to formal approval by PPC and circulation to the Sub-Committee for reference.

The Sub-Committee noted the position.

2026 Legacy Report.

A4. The Sub-Committee, with reference to its Minute No. A5 of 13th February 2026, received and noted text for inclusion in the Privileges and Procedures Committee (PPC) Legacy Report.

It was recalled that the PPC Sub-Committees had been invited to prepare contributions for inclusion in the main Committee’s report.  At its previous meeting, the Sub-Committee had reviewed an initial draft and made recommendations for future iterations of the Sub-Committee, which had since been incorporated.

The Sub-Committee reviewed the updated Legacy Report and noted reference to a report and proposition in connexion with Recommendation 35 of the Democratic Accountability and Governance Sub-Committee report (the DAG Report) (R.23/2022 referred), entitled ‘Ministerial Office: Independent Support to Ministers’ (P.23/2026 refers), which had been lodged ‘au Greffe’ by Deputy M.R. Scott of St. Brelade . It was noted that P.23/2026 had since been withdrawn and therefore reference to the same would be removed and replaced with Recommendation 35 of the DAG Report.

The Sub-Committee noted that the text in relation to the Lobbying Guidance Code (Minute No. A2 of the extant meeting and P.34/2026 refers) would be amended subject to the outcome of the upcoming debate.

Having considered further minor amendments to the Legacy Report, it was agreed that the updated Legacy Report would be circulated to all Members of the Sub-Committee, for their reference, via electronic mail. It was noted that the finalised document would be considered by the PPC at its final meeting on 13th April 2026 for its inclusion in the main Committee’s overarching Legacy Report.

Work Programme.

A5. The Sub-Committee, with reference to its Minute No. A6 of 13th February 2026, noted the work programme, which was informed by recommendations arising from the Democratic Accountability and Governance Sub-Committee report (R.23/2022 referred).

Final meeting.

A6. Having noted that this was the final meeting before the 2026 public election, the Sub-Committee expressed its appreciation for the work undertaken in pursuance of the review of the structure and operation of Government.
