THE STATES, having been informed by the Chair of the Economic and International Affairs Scrutiny Panel that, in accordance with the provisions of Standing Order 72(1), he wished to have the Draft Alcohol Licensing (Jersey) Law 202- referred to that Scrutiny Panel, agreed that, in accordance with the provisions of Standing Order 72(6), the 2nd reading of the draft Law should be listed to continue on 24th February 2026.

Registration of Political Groups P.115/2025

THE STATES commenced consideration of a proposition of Deputy Robert James Ward of St. Helier Central entitled Registration of Political Groups' (P.115/2025) and adopting the proposition, requested the Privileges and Procedures Committee to –

(a) request the Jersey Electoral Authority, in consultation with the Privileges and Procedures

Committee, to –

produce a voluntary code of practice for all political groups that were standing candidates for the 2026 election, such code to require all political groups who declared a shared political agenda (to include all political movements, collaborations or campaigns) to declare and publish –

the name of the political group, movement, collaboration or campaign;
information about their policies, funding sources, and decision-making structures;
details of any donations above the threshold set out within the Public Elections (Expenditure and Donations) (Jersey) Law 2014; and
financial records, to be submitted in accordance with the terms of the Political Parties (Registration) (Jersey) Law 2008;

update the electoral candidate nomination form to require all candidates to formally state whether they were involved in any political groups for the election; and

(b) requested the Privileges and Procedures Committee, in consultation with the Jersey Electoral

Authority, to bring forward all necessary legislative changes to require political groups to register under the Political Parties (Registration) (Jersey) Law 2008, and to bring these changes to the Assembly for approval before the end of January 2028.

THE STATES, in accordance with the provisions of Standing Order 80A, made an Act under Article 12 of the Public Finances (Jersey) Law 2019, declaring that the taxation draft entitled the Customs and Excise (Jersey) Amendment Law 202- (lodged au Greffe on 12th January 2026 by the Minister for Treasury and Resources (P.3/2026) and adopted this day in Third Reading by the States) had immediate effect as if that draft had been confirmed by His Majesty in Council and registered in the Royal Court on the date of the making of this Act.

Arrangement of public business for the present meeting

THE STATES noted that the Minister for Sustainable Economic Development had informed the Greffier, in accordance with Standing Order 30(2), that the Draft Public Records (Jersey) Amendment Law 202- would be deferred from the present meeting to 3rd February 2026.
