Restriction on solar ground mounts on agricultural land – Petition P.53/2026
Deputy Montfort Tadier of St. Brelade presented to the States a petition to include a prohibition on solar ground mounts on agricultural land in the next Island Plan, and to request the Minister for Infrastructure, in consultation with the Minister for the Environment, to bring forward a policy framework to promote the installation of solar panels on all suitable States of Jersey owned buildings.

Public Accounts Committee – resignation of member
The Deputy Bailiff notified the Assembly that, in accordance with Standing Order 137(2), the Bailiff had received a letter of resignation from the Public Accounts Committee from Vijay Khakhria as a Lay Member.
Draft Assisted Dying (Jersey) Law 202- P.65/2025
THE STATES resumed consideration of the Draft Assisted Dying (Jersey) Law 202-, the principles having been adopted on 26th November 2025, and, commencing consideration of Articles 1 to 102 and Schedules 1 to 6, adopted Sections A and B of an amendment of the Minister for Health and Social Services (P.65/2025 Amd.(2)), that –
- in Article 1, in the definition "close relative", sub-paragraph (b), for "with whom they live as" there should be substituted "who is their".
- in Article 1, for the definition "employment" there should be substituted – ""employment" –
- has the meaning given in the Employment (Jersey) Law 2003, including as affected by Article 1A of that Law;
- for a natural person to whom Article 1(2)(a) and (c) of that Law apply (where they are supplied by an agent to do work for a principal), includes both –
- their relationship with the agent; and
- their relationship with the principal; and
- includes prospective employment;".

THE STATES resumed consideration of Articles 1 to 102 and Schedules 1 to 6, as amended, and rejected an amendment of the Assisted Dying Review Panel (P.65/2025 Amd.(3)), that –
in Article 3 –
- before Article 3(3)(a) there should be inserted –
"(a) that, if they request assisted dying and their request is approved, the approved drugs are
expected to be administered to the individual –
- by the individual themselves if they are physically able to do so (even if equipment or other support is required); or
- by the administering practitioner otherwise;"
- existing Article 3(3)(a) and (b) should be renumbered and cross-referenced accordingly. in Article 8 –
- for Article 8(2)(b) there should be substituted –
"(b) the equipment and other support available to enable the individual to administer the
approved drugs to themselves;";
- for Article 8(2)(d) there should be substituted –
"(d) any risks of how the approved drugs are administered;";
- in Article 8(2)(g)(i), after "assisted death" there should be inserted "if they lose consciousness after the initial administration of the approved drugs";
- Article 8(4)(a)(ii) should be deleted;
- for Article 8(4)(b) there should be substituted –
"(b) that the approved drugs are expected to be administered to the individual –
- by the individual themselves if they are physically able to do so (even if equipment or other support is required); or
- by the administering practitioner otherwise.";
- Article 8(4)(a)(iii) should be renumbered and cross-referenced accordingly; in Article 10 –
- after Article 10(1)(b) there should be inserted –
"(c) may initially administer the approved drugs themselves only if the individual is not physically able to do so (even with the equipment and other support that is available); and";
- Article 10(1)(d) should be deleted;
- after Article 10(1) there should be inserted –
"(2) If the individual's death does not result from the initial administration of the approved drugs
in compliance with the care plan (so far as reasonably practicable), the administering practitioner may –
- in the circumstances described in paragraph (3) –
- arrange for the prescriber to change which approved drugs are prescribed for the assisted death under Article 34(2);
- arrange for the administration of the approved drugs in a different way (such as swallowing or injection); or
- arrange for the administration of more approved drugs;
- in the circumstances described in paragraph (3)(a) or (c), administer the approved drugs to the individual; or
- in the circumstances described in paragraph (3)(b) and in which the individual is not physically able to administer the approved drugs to themselves (even with the equipment and other support that is available), administer the approved drugs to the individual.";
- in existing Article 10(2), for "This paragraph applies if" there should be substituted "The circumstances are that";
- for existing Article 10(2)(a) there should be substituted –
"(a) the individual has lost consciousness and has (at step 6) given consent to the continued
carrying out of the assisted death if they lose consciousness after the initial administration of the approved drugs (at step 7);";
- existing Article 10(1)(c) and (2) to (4) should be renumbered and cross-referenced accordingly; in Article 78 –
- after Article 78(2) there should be inserted –
"(3) The Service must, to the greatest extent that is reasonably practicable, provide all available
equipment and other support to enable individuals to administer the approved drugs to themselves."
- existing Article 78(3) and (4) should be renumbered and cross-referenced accordingly.
