Treating Children as Children P.14/2026

THE STATES resumed consideration of the proposition of Deputy Sir  Philip Martin Bailhache of St. Clement (P.14/2026) entitled Treating Children as Children' (P.14/2026), as amended, and rejected the proposition to request the Minister for Education and Li felong Learning to replace the existing Trans Inclusion Guidance (Non-statutory guidance for CYPES including schools and educational settings in Jersey) published on 17th March 2025 with the document entitled "Treating children as children: a safeguarding approach to trans-identifying children and adolescents in Jersey schools" contained in Appendix 1 to the report accompanying the proposition, subject to any minor modification that the Minister may deem appropriate, and to make this available to all schools and educational settings.

THE STATES, having been informed by the Chair of the Environment, Housing and Infrastructure Scrutiny Panel that, in accordance with the provision of Standing Order 72(1), she wished to have the Draft Water Law (Jersey) Regulations 202- referred to that Scrutiny Panel, noted that, in accordance with Standing Order 34(4), the Draft Regulations would be taken to have been withdrawn at the end of the present meeting as the debate would not have been completed.

The Care Experienced Fund P.30/2026

THE STATES, adopting a proposition of the Minister for Children and Families entitled The Care Experienced Fund' (P.30/2026), agreed to support Jersey's care-experienced community (specifically, individuals aged 25 and over) by establishing a States Fund, to be known as the Care Experienced Fund ("the Fund"), in accordance with Article 6 of the Public Finances (Jersey) Law 2019 and based on the terms of reference set out in the Appendix to the Report.
