Draft Marriage and Civil Partnership (Dissolution and Separation) (Jersey) Law 202- P.85/2025

THE STATES resumed consideration of the Draft Marriage and Civil Partnership (Dissolution and Separation) (Jersey) Law 202-, the principles having been adopted on 26th November 2025, and, commencing consideration of Articles 1 to 58 and Schedules 1 to 23, adopted an amendment of the Minister for Justice and Home Affairs (P.85/2025 Amd.), that –

in Article 21(1)(b), for "a deed or2 there should be substituted 2an".

in Article 22(1), for "a dissolution order or annulment order" there should be substituted "a final dissolution order or final annulment order";

in Article 22(4), "20 and" should be deleted; in Article 23 –

in Article 23(1) –

in sub-paragraph (a), for "a dissolution order" there should be substituted "a final dissolution order"; and
in sub-paragraph (b), for "an annulment order" there should be substituted "a final annulment order".

In Article 23(3), "20 and" should be deleted.

in Article 24 –

in Article 24, for the second paragraph (2) there should be substituted "(3)" and the subsequent paragraphs should be renumbered and cross-referenced accordingly; and
in Article 24(3)(b) (renumbered as Article 24(4)(b)), "Article 20 and" should be deleted;

in Article 27(6)(c), "20 and" should be deleted;

in Article 36, paragraph (8) should be deleted and the subsequent paragraph renumbered accordingly; and

in Article 40 –

in Article 40(2), for ", with the intention of impeding the application, is" there should be substituted "may be"; and
in Article 40(3)(b), for "application" there should be substituted "court".

THE STATES,rejected a proposition of Deputy Jonathan Renouf of St. Brelade entitled Capping the number of High-Net-Worth individuals granted Entitled Status via Regulation 2(1)(E)' (P.19/2026), torequest the Chief Minister to limit the number of Entitled status approvals granted to High Net Worth Individuals (HNWI) under Regulation 2(1)(e) of the Control of Housing and Work (Residential and Employment Status) (Jersey) Regulations 2013 to 15 per year, calculated on a rolling 5 year basis, and to implement those changes by the end of March 2026.
