THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, commenced consideration of Articles 1 to 27, and, adopting an amendment of the Minister for Justice and Home Affairs (P.38/2026 Amd.), agreed that –

in Article 11, in inserted Article 75A(6), for "7 days" there should be substituted "14 days"; in Article 12 –

  1. Article 12(1) should be deleted.
  2. in Article 12(2), for substituted Article 83(5) there should be substituted –

"(5) Paragraph (5A) applies if the court has not, under paragraph (3), dispensed with the

requirement to give a defence case statement, and it appears to the Magistrate or Bailiff that –

  1. the defendant has not given a defence case statement as required under paragraph (1); or
  2. the defendant's defence case statement, although given as required under paragraph (1), does not comply with paragraph (2)." and
  1. the subsequent paragraphs should be renumbered accordingly.

THE STATES commenced consideration of a proposition of Deputy Montfort Tadier of St. Brelade entitled Use of Cash in Jersey' (P.48/2026).

THE STATES noted that, in accordance with the provisions of Standing Order 106, Deputy Lyndsay Victoria Feltham of St. Helier Central declared an interest in the subject of the proposition of Deputy Montfort Tadier of St. Brelade , in that she was the owner and shareholder of a company that handled electronic payments.
