Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), Members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with Members able to participate remotely using Microsoft Teams. No members participated remotely in the meeting.

Selection of Ministers

THE STATES resumed consideration of the nominations for Ministerial office, and, in accordance with Standing Order 117, appointed Ministers as follows.

Minister for Sustainable Economic Development

Deputy Francis Gerald Voisin of St. Helier North was nominated by the Chief Minister designate. Deputy Montfort   Tadier of  St.  Brelade  was  nominated  by   Deputy  Karen Margaret Wilson  of St. Clement .

In accordance with Standing Order 117, each candidate made a speech and was questioned prior to a recorded vote being taken.

The Bailiff accordingly declared that Deputy Francis Gerald Voisin of St. Helier North had been duly elected as Minister for Sustainable Economic Development.

Minister for Treasury and Resources

Senator Alan John Henry MacAuley Maclean was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Senator Alan John Henry MacAuley Maclean had been duly elected as Minister for Treasury and Resources.

Council of Ministers – constitution under States of Jersey Law 2005

The Bailiff advised members that, with all Ministers having been selected, the Chief Minister and Council of Ministers had been formally appointed to office in accordance with Article 19 of the States of Jersey Law 2005.

The Bailiff invited members, in accordance with Standing Order 117A, to decide whether to adjourn immediately and continue later on the same day, or at 9.30 a.m. on the next working day. Members agreed to continue on the same day.

Appointment of the Chair of the Privileges and Procedures Committee

THE STATES, in accordance with Standing Order 118, appointed the Chair of the Privileges and Procedures Committee as follows –

Deputy Carina Soares Alves of St. Helier Central was nominated by Connétable Karen Shenton-Stone of St. Martin

In accordance with Standing Order 118(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Carina Soares Alves of St. Helier Central had been duly elected as Chair of the Privileges and Procedures Committee.

Appointment of the Chair of the Public Accounts Committee

THE STATES, in accordance with Standing Order 119, appointed the Chair of the Public Accounts Committee as follows –

Deputy Karen Margaret Wilson of St. Clement was nominated by Connétable Inna Gardiner of St. Helier

In accordance with Standing Order 119(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Karen Margaret Wilson of St. Clement had been duly elected as Chair of the Public Accounts Committee.

Appointment of the Chair of the Corporate Services Scrutiny Panel

THE STATES, in accordance with Standing Order 120, appointed the Chair of the Corporate Services Scrutiny Panel as follows –

Deputy Lyndsay Victoria Feltham of St. Helier Central was nominated by Deputy Lucy Kate Frances Stephenson of St. Mary , St. Ouen and St. Peter

In accordance with Standing Order 120(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Lyndsay Victoria Feltham of St. Helier Central had been duly elected as Chair of the Corporate Services Scrutiny Panel.

Appointment of the Chair of the Economic and International Affairs Scrutiny Panel

THE STATES, in accordance with Standing Order 120, appointed the Chair of the Economic and International Affairs Scrutiny Panel as follows –

Deputy Samantha Jane Gleave of St. Helier South was nominated by Connétable Inna Gardiner of St. Helier

In accordance with Standing Order 120(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Samantha Jane Gleave of St. Helier South had been duly elected as Economic and International Affairs Scrutiny Panel.

Appointment of the Chair of the Children, Education and Home Affairs Scrutiny Panel

THE STATES, in accordance with Standing Order 120, appointed the Chair of the Children, Education and Home Affairs Scrutiny Panel as follows –

Deputy Victoria Li of St. Helier North was nominated by Deputy Christopher John Rebindaine of St. Mary , St. Ouen and St. Peter

In accordance with Standing Order 120(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Victoria Li of St. Helier North had been duly elected as Chair of the Children, Education and Home Affairs Scrutiny Panel.

Appointment of the Chair of the Environment, Housing and Infrastructure Scrutiny Panel

THE STATES, in accordance with Standing Order 120, appointed the Chair of the Environment, Housing and Infrastructure Scrutiny Panel as follows –

Deputy Hilary Louise Jeune of St. John , St. Lawrence and Trinity was proposed by Deputy Thomas Antony Coles of St. Helier South .

In accordance with Standing Order 120(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Hilary Louise Jeune of St. John, St. Lawrence and Trinity  had been duly elected as Chair of the Environment, Housing and Infrastructure Scrutiny Panel.

Appointment of the Chair of the Health and Social Security Scrutiny Panel

THE STATES, in accordance with Standing Order 120, appointed the Chair of the Health and Social Security Scrutiny Panel as follows –

Deputy Beatriz Borges de Sousa Vaz Moreno Porée of St. Helier South was nominated by Deputy Louise Mary Catherine Doublet of St. Saviour .

In accordance with Standing Order 120(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Beatriz Borges de Sousa Vaz Moreno Porée of St. Helier South had been duly elected as Chair of the Health and Social Security Scrutiny Panel.

Appointment of the Chair of the Planning Committee

THE STATES, in accordance with Standing Order 120AA, appointed the Chair of the Planning Committee as follows –

Deputy Alexander Frederick Curtis of St. Clement was nominated by Connétable Andrea Howell of Trinity

In accordance with Standing Order 120AA(2), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff accordingly declared that Deputy Alexander Frederick Curtis of St. Clement had been duly elected as Chair of the Planning Committee.
