Nursing Homes (2026 Fees) (Jersey) Amendment Order 2025. Chief Minister.
This Order amends the Nursing Homes (General Provisions) (Jersey) Order 1995.
The amendments increase by 2.5% –
• the fee payable for an application for registration by a person carrying on a nursing home;
• the fee payable for an application for registration by another person who is, or is intended to be, in charge of a nursing home; and
• the annual fee payable by a person registered to carry on a nursing home.
The amendments come into force on 1st January 2026.
The fees were last increased on 1st January 2025.
The Order was made on 26th November 2025 and comes into force on 1st January 2026.
Companies (Transfers of Shares – Exemptions) (Jersey) Amendment Order 2025. Minister for External Relations.
This Order amends the Companies (Transfers of Shares – Exemptions) (Jersey) Order 2014 by extending the exemptions to the requirements of Articles 42 and 50 of the Companies (Jersey) Law 1991, which relate to the transfer and registration of shares and provision of share certificates. The exemptions will apply to shares of companies listed on the stock exchange of any member State of the European Union or the European Free Trade Association that is authorised and functions regularly and in accordance with Title III of Directive 2014/65/EU of the European Parliament and of the Council on markets in financial instruments.
Article 1 introduces the amendments.
Article 2 amends Article 1 of the 2014 Order (interpretation) by –
• amending the definition "approved stock exchange" to replace the references to the stock exchanges in France, Luxembourg and Cyprus with a reference to an "EU/EFTA regulated market" as defined;
• inserting definitions of expressions used in that definition; and
• making a consequential amendment to the definition "relevant laws".
Article 3 provides the title and for commencement of the Order.
The Order was made on 26th November 2025 and came into force on 3rd December 2025.
Misuse of Drugs Law (Jersey) Amendment Order 2025. Minister for Health and Social Services.
This Order amends Schedule 2 to the Misuse of Drugs (Jersey) Law 1978 (the "Law"). Schedule 2 classifies controlled drugs as Class A, Class B or Class C drugs for the purposes of the Law.
The effects of the amendments are that the Class A drugs cannabinol and cannabinol derivatives are reclassified as Class B drugs.
This Order comes into force 7 days after it is made.
The Order was made on 28th November 2025 and came into force on 5th December 2025.
Long-Term Care Services (Health and Social Services Charges) (Jersey) Amendment Order 2025. Minister for Health and Social Services.
This Order increases the charges for long-term care services in the Long-Term Care Services (Health and Social Services Charges) (Jersey) Order 2014, in line with the 4.5% increase in long-term care benefits.
The Order was made on 28th November 2025 and comes into force on 1st January 2026.
Petroleum (Licensing) (Fees) (Jersey) Order 2025. Minister for Justice and Home Affairs.
The Petroleum (Licensing) (Fees) (Jersey) Order 2025 replaces the Petroleum (Licensing) (Fees) (Jersey) Order 2012 (the "2012 Order") and increases fees related to the grant or renewal of licences for the storage of petroleum-spirit at certain types of premises by between 2.1% and 2.5% with effect from 1 January 2026.
Under the 2012 Order, these fees were last increased with effect from 1st January 2025. The Order was made on 28th November 2025 and comes into force on 1st January 2026.
Home Affairs (Fire and Rescue – 2026 Fees) (Jersey) Amendment Order 2025. Minister for Justice and Home Affairs.
The Home Affairs (Fire and Rescue – 2026 Fees) (Jersey) Amendment Order 2025 increases the fees and charges payable under the following Orders, by between 1.9% and 2.5% –
- the Fire Precautions (Fees) (Jersey) Order 2010; and
- the Fire and Rescue Service (Charges) (Jersey) Order 2012.
Two incorrect cross-references are also corrected in the Fire Precautions (Fees) (Jersey) Order 2010. These fees were last increased with effect from 1st January 2025.
The Order was made on 28th November 2025 and comes into force on 1st January 2026.
Sanctions and Asset-Freezing (Automatic Implementation of UK Sanctions) (Jersey) Amendment Order 2025. Minister for External Relations.
This Order amends the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (the "Sanctions Order") in relation to the automatic implementation of the UK's sanctions regime.
Article 1 states that this Order amends the Sanctions Order.
Article 2 amends Article 4. Article 2 provides for UK sanctions instruments listed in Schedule 1 to have automatic effect in Jersey, subject to exceptions. Article 4 provides that a person who breaches a provision (other than an asset-freezing provision) in a UK sanctions instrument, which imposes a prohibition or obligation, commits an offence carrying imprisonment for up to 7 years and an unlimited fine. But this applies only if the UK sanctions provision –
- is listed in column 5 of the table in Schedule 1; or
- is in a UK sanctions instrument relating to the Republic of Belarus or Russia.
This means that under the Sanctions Order as drafted, if the UK amends its sanctions instruments relating to the Republic of Belarus or Russia to add a new prohibition or obligation breach of which is a criminal offence in the UK, the offence in Article 4 will apply automatically to a breach of that new prohibition or obligation in Jersey ("automatic implementation").
Article 4 is amended to extend automatic implementation to all the UK sanctions instruments listed in Schedule 1.
But the Minister retains the power to modify or disapply a particular prohibition or obligation by amending the Sanctions Order.
Paragraph 6 of Schedule 2 provides that a UK sanctions provision that requires or permits a person to provide information or prohibits a person from disclosing information (an "information provision") has automatic effect in Jersey only if there is not an equivalent information provision in the Sanctions Order or in Part 6 (information) of the Sanctions and Asset-Freezing (Jersey) Law 2019 (the "Sanctions Law").
Article 4 is amended so that if a UK information provision has automatic effect in Jersey under Article 2, the offence of contravening that provision attracts the penalties set out in Part 6 of the Sanctions Law (imprisonment for a term of 12 months and a fine of level 3 on the standard scale).
Article 3 makes a consequential amendment to the table in Schedule 1, to delete column 5.
Article 4 makes consequential amendments to Schedule 3. It also inserts a list of finance reporting obligations in UK sanctions instruments that have effect in Jersey under paragraph 6 of Schedule 2, and modifies the dates on which, and in relation to which, reports under those provisions must be made in Jersey.
Article 5 gives the name of this Order and states that it comes into force 7 days after it is made. The Order was made on 28th November 2025 and came into force on 5th December 2025.
Road Traffic (Motor Cycle Helmets) (Jersey) Amendment Order 2025. Minister for Infrastructure.
This Order amends the Road Traffic (Motor Cycle Helmets) (Jersey) Order 2004 to remove the provision which meant that motor cycle helmets had to comply with a standard set out in the Schedule to the Consumer Safety (Motor Cycle Helmets) (Jersey) Order 2006. This requirement is replaced by a requirement for the helmets to comply with a standard set out in the new Schedule added to the 2004 Order.
The Order was made on 2nd December 2025 and comes into force on 1st January 2026.

"Following the UK bank account increase of deposit protection from £85,000 to £120,000 from December 2025, will the Minister advise what plans, if any, he has to increase the protection offered to Jersey bank customers and, if he has such plans, provide the timeline for its implementation and the amount by which it will be increased; and if no such plans exist, will he advise why not?"
- The Minister for Treasury and Resources tabled an answer on 1st December 2025 to the following question asked by Deputy K.M. Wilson of St. Clement –
"Will the Minister provide a breakdown of the financial exposure of the Government of Jersey to Blue Islands since 2019 (including any loans, guarantees, deferrals, unpaid charges or any other form of public support) with the breakdown to state –

- the amount involved;
- the circumstances in which the support was provided;
- the purpose of the support;
- whether there was any agreed timeframe for repayment of the support and, if so, the timeframe involved; and

"Further to the publication of the Independent PFAS Scientific Advisory Panel for Jersey – Third Report, in February 2025, will the Minister advise whether he intends to respond to the report's recommendations and detail what policy and operational changes, if any, are planned in the management of P.F.A.S. (per- and polyfluoroalkyl substances) at the containment cells at La Collette and at the Bellozanne sewage treatment works?"
