Prison (Jersey) Amendment Rules 2025. Minister for Justice and Home Affairs.
The Prison (Jersey) Amendment Rules 2025 amend Rule 63 (remission of sentence) of the Prison (Jersey) Rules 2007. The amendment applies to prisoners who are sentenced to youth detention and who have served part of that sentence in secure accommodation. The effect of the amendment is to enable the Minister for Justice and Home Affairs, for the purpose of granting a prisoner remission of a portion of their sentence, to consider whether the prisoner demonstrated industry and good conduct while they were in secure accommodation.
These Rules come into force on the day after they are made.
The Rules were made on 11th July 2025 and came into force on 12th July 2025.
Sea Fisheries (Spider Crabs – Restrictions on Fishing) (Jersey) Amendment Order 2025.
Minister for the Environment.
This Order amends the Sea Fisheries (Spider Crabs – Restrictions on Fishing) (Jersey) Order 2019 (the "2019 Order"). Regulations 5 and 5A of the Sea Fisheries (Miscellaneous Provisions) (Jersey) Regulations 1998 impose measures to protect soft-shelled spider crabs during a specified period. This Order amends the 2019 Order to specify that period as being between 1st September 2025 and 15th October 2025.
This Order also makes a minor update to reflect current drafting practice in the language used in the Schedule.
This Order comes into force 7 days after it is made.
The Order was made on 17th July 2025 and came into force on 24th July 2025.
Road Traffic ( St. Brelade ) (Jersey) Amendment Order 2025. Minister for Infrastructure.
This Order amends the Road Traffic ( St. Brelade ) (Jersey) Order 1990 (the "1990 Order") in relation to restrictions on waiting and parking, and roads that are closed to certain vehicles. It also makes minor amendments to update the drafting of the 1990 Order.
Article 1 provides that this Order amends the 1990 Order.
Article 2 amends Article 7, which prohibits a person from driving a vehicle weighing more than 7½ tons on roads specified in Part 2 of Schedule 3, unless they have permission from the Connétable to do so. The amendments introduce clearer drafting but do not change the effect of Article 7.
Article 3 inserts new Article 7A, which states that a person may not drive a vehicle that is wider than 6 feet 6 inches on a road specified in Part 3 of Schedule 3, unless they have permission from the Connétable to do so.
Article 4 increases the annual fee for a resident's parking permit for the Les Quennevais Park parking zones from £48 to £100, with effect from the day this Order comes into force. This fee has not been increased since it was introduced in 2016.
Article 5 amends Schedule 2, which specifies the roads on which waiting is prohibited, to add several new stretches of road.
Article 6 amends Schedule 3, which specifies roads closed to certain traffic. It adds a road to Part 2 of Schedule 3 (roads closed to vehicles exceeding gross weight of 7½ tons), and it adds a new Part 3 (roads closed to vehicles exceeding width of 6 feet 6 inches) for the purposes of new Article 7A.
Article 7 amends Schedule 5, which specifies roads with parking restrictions. It adds roads to Part A1 (parking disc required, 20 minute limit) and Part 3 (parking disc required, limit of 12 hours in 24 hours).
Article 8 introduces the Schedule, which contains minor amendments to update the drafting of the 1990 Order without changing its effect.
Article 9 gives the name of this Order and states that it comes into force 7 days after it is made. The Order was made on 17th July 2025 and came into force on 24th July 2025.
Employment (Awards) (Jersey) Amendment Order 2025. Minister for Social Security.
This Order amends the Employment (Awards) (Jersey) Order 2009 (the "Awards Order") by increasing the amount of compensation that the Employment and Discrimination Tribunal (the "Tribunal") may award in employment disputes.
Under Article 4 of the Awards Order, the maximum amount that the Tribunal may award in respect of an individual employment dispute is £10,000. Under the amended Awards Order, that amount rises to £30,000.
The scale of compensation in cases of unfair dismissal set out in the Schedule to the Awards Order is also amended. The amount of compensation that is awardable up to the new maximum amount of £30,000 is calculated by reference to the employee's weekly pay and their length of service with their employer.
Currently, an employee who has served with an employer for not more than 26 weeks may be awarded an amount not exceeding 4 weeks' pay at the Tribunal's discretion, based on the employee's actual length of service. An employee who has served more than 26 weeks, but not more than 1 year, is entitled to 4 weeks' pay. For those short-service employees, the amended Awards Order replaces the 2 scales of compensation with a single scale. The 26-week period is removed and an employee with 1 years' service or less is entitled to 4 weeks' pay in compensation for unfair dismissal. For employees with more than 5 years' service, their compensation is currently capped at 26 weeks' pay. The amended Awards Order increases the compensation cap to 31 weeks' pay for an employee who has more than 10 years but not more than 15 years' service, and 36 weeks' pay for an employee with more than 15 years' service.
This Order comes into force on the same day as the Employment and Discrimination (Jersey) Amendment Law 202-.
The Order was made on 18th July 2025 and came into force on 25th July 2025.
Employment and Discrimination Tribunal (Procedure) (Jersey) Amendment Order 2025. Minister for Social Security.
This Order amends the Employment and Discrimination Tribunal (Procedure) (Jersey) Order 2016 by inserting a new Article 40A that introduces a limited ability for the Tribunal to award costs incurred in the proceedings by one party against another party.
Costs may be awarded on the initiative of the Tribunal or on the application of a party to the proceedings. A costs order may be made only if the Tribunal is satisfied that a party (or their representative) has acted vexatiously, abusively, disruptively or otherwise unreasonably either in the bringing of proceedings or in the conduct of proceedings.
An application for costs must be lodged with the Tribunal at the conclusion of proceedings or within 21 days after that conclusion. The party against whom the costs order might be made has the right to make representations within 14 days of the Tribunal indicating it might make a costs order or the date of the application, as appropriate.
The costs are awarded on an indemnity basis but the maximum amount that may be awarded is £10,000 but the tribunal also must have regard to the party's ability to pay.
A costs order awarded in favour of a respondent made be enforced as a civil debt (putting the respondent in the same position as a claimant awarded a sum of money – see Article 93 of the Employment (Jersey) Law 2003).
The Order comes into force on the same day as the Employment and Discrimination (Jersey) Amendment Law 202-.

Sanctions and Asset-Freezing (Implementation of Global Irregular Migration and Trafficking) (Jersey) Amendment Order 2025.
Minister for External Relations.
This Order amends the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (the "Sanctions Order"), to implement changes in the UK sanctions regime made by the Global Irregular Migration and Trafficking in Persons Sanctions Regulations 2025 of the United Kingdom (S.I. 2025/902 – the "UK Regulations"). The UK Regulations come into force on 23rd July 2025.
The UK Regulations establish a sanctions regime for the purpose of preventing and combating people smuggling, people trafficking, and the instrumentalisation of migration for the purpose of destabilising a country. The UK Regulations provide that a person involved in or associated with these activities can be designated for the purpose of a travel ban, director disqualification and financial sanctions.
This Order also makes a minor updating amendment to Schedule 2 of the Sanctions Order. The Order was made on 22nd July 2025 and came into force on 23rd July 2025.
Collective Investment Funds (Jersey Private Funds) Order 2025. Minister for External Relations.
The Collective Investment Funds (Jersey) Law 1988 (the "CIF Law") regulates collective investment funds ("CIFs"). A CIF is a scheme or arrangement one of the objects of which is the collective investment of capital acquired by way of an offer of units to the public. An offer is not made to the public for these purposes if it is addressed exclusively to a restricted circle of no more than 50 persons and only those persons may accept the offer.
A Jersey Private Fund ("JPF") is a form of collective investment scheme one of the characteristics of which is that the offer of units is addressed exclusively to, and can only be accepted by, a restricted group of investors. If the number of those investors is more than 50, the JPF could fall within the definition of a CIF.
This Order provides that a JPF is not a CIF for the purposes of the CIF Law if the Jersey Financial Services Commission (the "Commission") gives consent for its establishment on or after 6th August 2025.
The Financial Services (Jersey) Law 1998 (the "FS Law") regulates the carrying on of certain types of financial service business. The Financial Services (Investment Business (Restricted Investment Business – Exemption)) (Jersey) Order 2001 (the "2001 Order") provides that certain provisions of the FS Law do not apply to the activities of certain persons in relation to professional investor regulated schemes. A professional investor regulated scheme is defined in the 2001 Order, and includes an investment scheme where each investor has made a minimum subscription of £250,000 or is a "professional investor".
This Order expands the definition of "professional investor" in the 2001 Order. It also amends the definitions of "relevant consent" and "securities" in the 2001 Order.
Article 1 is the interpretation provision.
Article 2 states that a JPF is a scheme –
- for a restricted group of investors; and
- in relation to which the Commission has given consent under the Control of Borrowing (Jersey) Order 1958 (the "1958 Order") for its establishment, in accordance with the Jersey Private Fund Guide.
The Jersey Private Fund Guide is published by the Commission. References to it in this Order are to the revised version that is effective from 6th August 2025.
Article 3 states that a JPF is not a CIF for the purposes of the CIF Law if the Commission gives consent for its establishment under the 1958 Order on or after 6th August 2025.
Article 4 amends the 2001 Order to add a further category of "professional investor", namely a person who is a professional investor as defined in the Jersey Private Fund Guide. It also amends the definition of "relevant consent" to add a category of consent under the 1958 Order that had been omitted in error and makes a consequential amendment to the definition of "securities".
Article 5 gives the name of this Order and provides that it comes into force on 6th August 2025. The Order was made on 22nd July 2025 and came into force on 6th August 2025.
Road Traffic ( St. Peter ) (Jersey) Amendment Order 2025. Minister for Infrastructure.
This Order amends the Road Traffic ( St. Peter ) (Jersey) Order 1992 (the "1992 Order") to add roads on which vehicles over a width of 6 feet 6 inches must not be driven. It also makes minor amendments to update the drafting of the 1992 Order.
Article 1 provides that this Order amends the 1992 Order.
Article 2 substitutes a new Article 5A, which states that a person must not drive a vehicle that is wider than 6 feet 6 inches on a road specified in Schedule 3A.
Article 3 substitutes a new Schedule 3A for the purposes of Article 5A.
Article 4 introduces the Schedule, which contains minor amendments to update the drafting of the 1992 Order without changing its effect.
Article 5 gives the name of this Order and states that it comes into force 7 days after it is made. The Order was made on 24th July 2025 and came into force on 31st July 2025.
Road Traffic ( St. Mary ) (Jersey) Amendment Order 2025. Minister for Infrastructure.
This Order amends the Road Traffic ( St. Mary ) (Jersey) Order 2000 (the "2000 Order") to prevent vehicles over a width of 6 feet 6 inches being driven on a road in the parish.
Article 1 provides that this Order amends the 2000 Order.
Article 2 inserts new Article 5B, which states that a person must not drive a vehicle that is wider than 6 feet 6 inches on a road specified in Schedule 3, Part 3.
Article 3 inserts a new Part 3 into Schedule 3 for the purposes of new Article 5B.
Article 4 gives the name of this Order and states that it comes into force 7 days after it is made. The Order was made on 12th August 2025 and came into force on 19th August 2025.
Road Traffic ( Trinity ) (Jersey) Amendment Order 2025. Minister for Infrastructure.
This Order amends the Road Traffic ( Trinity ) (Jersey) Order 1988 to provide that Les Ruelles is closed to traffic during specified times on any day that Trinity Primary School is open to children, and to restrict parking, waiting and stopping on parts of La Rue de la Falaise. This Order comes into force 7 days after it is made.
The Order was made on 12th August 2025 and came into force on 19th August 2025.
Road Traffic (Speed Limits) (Jersey) Amendment No. 2 Order 2025. Minister for Infrastructure.
This Order amends the Road Traffic (Speed Limits) (Jersey) Order 2003 to reduce the speed limits on a number of roads in St. Peter . The opportunity has been taken to replace imperial measurements with metric measurements in all the entries relating to roads in St. Peter .
This Order comes into force on 10th September 2025.
The Order was made on 14th August 2025 and comes into force on 10th September 2025.
Employment (Minimum Wage – Trainees) (Jersey) Amendment Order 2025. Minister for Social Security.
This Order amends the Employment (Minimum Wage) (Jersey) Order 2007 to re-establish a set of lower trainee rates, along with reduced off-sets for food and living accommodation.
Article 1 provides that the Order amends the Employment (Minimum Wage) (Jersey) Order 2007 Order ("the Minimum Wage Order").
Article 2 amends Article 1 of the Minimum Wage Order, which defines expressions used in the Order. The amendment defines "trainee" and "approved training" so that they mean the same as in the Employment (Minimum Wage) (Jersey) Regulations 2004. Those Regulations allow different rates to be set for trainees, as defined (in particular so that a person counts as a trainee only in the first 2 years of being employed in the job for which they are being trained).
Article 3 amends Article 2 of the Minimum Wage Order, which sets the rate for the minimum wage. The amendment adds hourly rates of £10.50 for the first year as a trainee and £11.75 for the second. These rates do not apply (so the full minimum wage continues to apply) to a trainee who started in the job before 1st September 2025 (when this Order comes into force – see below).
Article 4 amends Article 3A of the Minimum Wage Order, which provides off-sets for trainees to whom the employer provides benefits in kind. If those benefits are both food and living accommodation, the employer can off-set up to £157.15 each week (or £22.45 each day) against the trainee's minimum wage. If the benefits are only living accommodation (not food), the off-set is up to £117.95 each week (or £16.85 each day). In both cases, as with the rate itself, these off-sets do not apply to a trainee who started in the job before 1st September 2025 (so the full off-sets continue to apply, and this Order does not change the existing figures for that).
Article 5 gives the citation and provides that the Order comes into force on 1st September 2025. The Order was made on 28th August 2025 and came into force on 1st September 2025.
Proceeds of Crime (Low Risk Financial Services Business) (Jersey) Amendment Order 2025. Minister for External Relations.
This Order amends the Proceeds of Crime (Low Risk Financial Services Business) (Jersey) Order 2024 to designate another activity as a low risk financial services business and to amend an existing provision in that Order.
Article 2 amends Article 2(2) to correct an omission in the provisions of the Money Laundering (Jersey) Order 2008 ("the 2008 Order") disapplied by that Article.
Article 3 inserts new Article 4A into the Low Risk Financial Services Business Order that designates local lending as a low risk financial services business. This applies if both the lender and the borrower are individuals ordinarily resident in Jersey or a company incorporated in Jersey whose members and directors are all ordinarily resident in Jersey, and members hold their shares for their own benefit. Conditions specified in paragraph (2) must be met. These conditions include that the local lender is only registered with the Jersey Financial Services Commission for lending. Registration on being incorporated under the Companies (Jersey) Law 1991 is not registration with the Commission for these purposes.
Specified provisions of the 2008 Order do not apply to that low risk financial services business. Article 4 gives the citation and provides that the Order will come into force on the day after it is made. The Order was made on 2nd September 2025 and came into force on 3rd September 2025.

"Further to the adoption of P.20/2024 (In Vitro Fertilisation (IVF) Funding), as amended, and the response to Written Question 5/2025, will the Minister provide an update on the provision of Government funded IVF since the new criteria and funding system were introduced earlier this year, including, but not limited to –
- the number of Islanders who have been provided IVF treatment;
- the number of rounds of IVF administered to each person, together with a breakdown of the clinics used;
- the number of positive pregnancy tests resulting from IVF treatment;
- the total expenditure on Government-funded IVF cycles to date this year; and
