Consumer Safety (Motor Cycle Helmets) (Jersey) Order 2025. Minister for Sustainable Economic Development.
This Order replaces the Consumer Safety (Motor Cycle Helmets) (Jersey) Order 2006 with a new Order that contains only the current standards in safety for motor cycle and moped protective helmets. A person must not supply protective helmets or their parts or materials that do not comply with a standard described in the Schedule to the Order.
The Order was made on 9th December 2025 and came into force on 1st January 2026.
Road Traffic (2026 Parking Charges and Fees) (Jersey) Amendment Order 2025. Minister for Infrastructure.
This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006. The amendments increase the parking charges for both units and monthly season tickets by 2.8%. The increases are by 2.8% so that, when GST is included, the charge for a unit is a round number. The parking charges are now specified inclusive of GST.
The parking charges were last increased on 1st April 2025.
This Order also amends the Road Traffic ( St. Helier ) (Jersey) Order 1996. The amendments –
• increase the fee for a car club permit by 2.5%;
• ensure that a partial refund for a car club permit is based on the amount paid for the permit;
• correct a cross-reference;
• clarify the wording of a provision about the form of permits.
The previous fee for a car club permit was set on 30th December 2019.
The Order was made on 9th December 2025 and came into force on 1st January 2026.
Health and Social Services (2026 Fees) (Jersey) Amendment Order 2025. Minister for Health and Social Services.
This Order amends –
• the Cremation (Fees) (Jersey) Order 2007 to increase by 2.5% the fee for cremating the remains of a person aged 18 or over, and the maximum fee that a registered medical practitioner may charge for completing a cremation medical certificate. The fees were last increased with effect from 1st January 2025;
• the Medicines (Certificates of Analysis) (Jersey) Order 1997 (the "1997 Order") to increase by 2.5% the fee for analysing a sample of a medicinal product, and the fee for the supply of a copy of a certificate with the result of an analysis or other examination. The fees have not been increased since the 1997 Order came into force on 1st January 1998; and
• the Misuse of Drugs (Licence Fees) (Jersey) Order 2020 to increase by 2.5% the licence application fees specified in the Schedule to that Order. The fees were last increased with effect from 1st January 2025.
The Order was made on 11th December 2025 and came into force on 1st January 2026.
Marriage and Civil Partnership (2026 Fees) (Jersey) Amendment Order 2025. Minister for Justice and Home Affairs.
This Order amends –
• the Marriage and Civil Status (Jersey) Order 2018; and
• the Civil Partnership (Procedures, Special Circumstances and Approved Locations) (Jersey) Order 2023.
The amendments increase by 2.5% the fees set by both Orders.
In addition, in the first Order, Part 1 of Schedule 1 is amended so that –
• item 17 is made consistent with item 19, including by addition of a higher fee for express service;
• item 19's higher fee for express service is payable for a certified copy to be issued within 1 working day of the time it is applied for.
And, in the second Order, a definition of "working day" is added and the Schedule is amended so that –
• items 12 and 13 are made consistent with their equivalent items 17 and 19 in the first Order (including by amending them in the same way) and, in item 13, the fee is stated to be imposed under Article 72A of the relevant Law;
• item 17A is added to cover free searches of indexes done by a person themselves, which is the equivalent of item 18 in the first Order;
• item 18 imposes fees for searches of indexes done by the Superintendent Registrar, as in the equivalent item 20 in the first Order;
• item 20 is clarified to apply to civil partnerships solemnised at the office of the Superintendent Registrar.
The amendments come into force on 1st January 2026.
The fees were last increased or set on 1st January 2025 (except for 3 new fees that were inserted into the first Order on 24th November 2025 and 2 fees in the second Order that were increased on 25th March 2025).
The Order was made on 15th December 2025 and came into force on 1st January 2026.
States of Jersey Police Force (General Provisions) Order 2025. Minister for Justice and Home Affairs.
The States of Jersey Police Force (General Provisions) Order 2025 repeals and replaces the States of Jersey Police Force (General Provisions) (Jersey) Order 2016 (the "2016 Order"). Provisions in the 2016 Order concerning the duties of police officers, their appointment, fingerprints and samples, probation, promotion, personal records and uniform and equipment are updated and re-enacted. Provisions in the 2016 Order concerning ranks, restriction on the private life of police officers and business interests are not re-enacted because those matters are either already provided for under the States of Jersey Police Force Law 2012 or under police officers' terms and conditions of appointment. This Order introduces new duties for the Chief Officer of the States of Jersey Police Force to –
• publish police officers' terms and conditions of appointment; and
• set and publish management policies applying to police officers.
This Order comes into force 7 days after it is made.
The Order was made on 16th December 2025 and came into force on 23rd December 2025.
Animal Health Law and Orders (Jersey) Amendment Order 2025. Minister for the Environment.
This Order –
• amends the Animal Health (Jersey) Law 2016 so that all bacteria of the genus Salmonella (instead of only 3 species of Salmonella) are specified pathogens under Schedule 2 to that Law;
• amends the Animal Health (Bird Diseases) (Jersey) Order 2017 to extend the application of Article 4 (records relating to poultry) of that Order so that it applies to keepers of 1 or more poultry or other captive birds (instead of applying just to keepers of 30 or more poultry). Birds of the order Psittaciformes or Passeriformes (such as budgies, parrots, cockatiels, canaries and finches) are exempt from Article 4 if they are the only birds kept on the premises and they are housed fully within a dwelling or a bird house with no access to the open air. But keepers of exempt birds must register (by notifying the Minister for the Environment in writing under Article 4(2)) if they take their birds outdoors at any time (for example, to exercise or train them, or to take them to bird exhibitions or shows). Keepers do not need to notify the Minister just to take an exempt bird to a veterinary practice;
• amends the Animal Health (Importation of Miscellaneous Goods and Animals) (Jersey) Order 2017 to prohibit the importation of marsupials from all countries;
• amends the Animal Health (Miscellaneous Exotic Diseases) (Jersey) Order 2017 so that cattle, goats and sheep are included as susceptible animals for epizootic haemorrhagic disease in Schedule 1; and
• repeals the Diseases of Animals (Miscellaneous Provisions) (Jersey) Order 1958.
This Order comes into force 7 days after it is made.

Infrastructure (Driver and Vehicle Standards – 2026 Fees) (Jersey) Amendment Order 2025. Minister for Infrastructure.
This Order increases certain fees charged by Driver and Vehicle Standards. The fees are increased by between 7.5% and 8.5%, apart from the fee specified in item 7 of the table in Schedule 3 to the Motor Vehicles (Driving Licences) (Jersey) Order 2003 (application to take basic training course), which is increased by 2.8%.
The fees were last increased with effect from 1st January 2025.
This Order comes into force on 1st January 2026.

Control of Housing and Work (Temporary Exemption) (Jersey) Amendment Order 2025.

This Order amends the Control of Housing and Work (Temporary Exemption) (Jersey) Order 2021 (the "principal Order").
The principal Order provides an exemption under Article 27(3) of the Control of Housing and Work (Jersey) Law 2012, so that a person who is employed by a second employer is disregarded when determining the maximum number of people with Licensed or Registered status that the second employer is permitted to employ under a business licence. This Order extends the life of the principal Order (and the exemption it provides) by a year so that it continues to apply until the end of 31st December 2026.
This Order comes into force 7 days after it is made.
The Order was made on 18th December 2025 and came into force on 25th December 2025.
Environment (2026 Miscellaneous Fees and Charges) (Jersey) Amendment Order 2025. Minister for the Environment.
This Order increases the following prescribed fees and charges by approximately 2.5%, with 1 exception –
- the fee to accompany an application for a licence under the Food Safety (Ice-Cream Stalls etc.) (Jersey) Order 1969;
- the fee to accompany a complaint made under the High Hedges (Jersey) Law 2008;
- fees to accompany certain applications and notices of appeal under the Planning and Building (Jersey) Law 2002;
- fees payable in respect of certain applications under the Waste Management (Jersey) Law 2005 and fees payable periodically by licensees or registered persons under that Law;
- annual charges payable under the Water Resources (Jersey) Law 2007 in respect of a water resources licence.
The exception is the annual fee for a water resources licence if the licensee is The Jersey New Waterworks Company Limited (commonly known as Jersey Water). This fee is to increase by 41% from £129,948.50 to £183,197. Treasury approval has been given for the increase.
The fees and charges were last increased with effect from 1st January 2025. These increases come into effect on 1st January 2026.

Environment (Animals and Fisheries Fees) (Jersey) Amendment Order 2025. Minister for the Environment.
This Order amends various fees relating to licences, permits, certificates and other similar matters in animals and fisheries legislation. The fees are increased by amounts ranging from 2% to 2.5%, apart from the fee specified in the Wildlife (Licence Fees) (Jersey) Order 2023 for licences authorising a person to do anything that would constitute an offence under Parts 2 to 4 of the Wildlife (Jersey) Law 2021 and is not covered by any of the other categories of licence. That fee is reduced by 1%.
This is the first change to the fees specified in the Wildlife (Licence Fees) (Jersey) Order 2023 since it came into force on 1st February 2023. The other fees were last increased with effect from 1st January 2025.
This Order comes into force on 1st January 2026.

Road Works (Permit Fees) (Jersey) Amendment Order 2025. Minister for Infrastructure,
This Order increases permit fees charged by highway authorities under the Road Works (Permit Fees) (Jersey) Order 2019 by 2.5%. Those fees were last increased with effect from 1st January 2025.
The Order was made on 23rd December 2025 and came into force on 1st January 2026.
Medicines (Advertising) (Jersey) Order 2026. Minister for Health and Social Services.
This Order regulates advertisements for medicinal products. It repeals and replaces the Medicines (Advertising) (Jersey) Order 2000.
Article 1 is the general interpretation provision.
Article 2 defines what is meant by the terms "advertisement" and "publish".
Article 3 prohibits advertisements for medicinal products that have no product licence in force (but this does not apply to homoeopathic medicinal products). It also prohibits advertisements for medicinal products if they do not include information that complies with the relevant summary of the product characteristics. The summary of a medicinal product's characteristics means the summary approved by the licensing authority or the European Commission in connection with the product's marketing authorisation or registration.
Article 4 explains that Articles 5 to 14 only apply to advertisements that are wholly or mainly directed at members of the general public.
Article 5 prohibits advertisements that are likely to lead to the use of a prescription only medicine (but this does not apply to medicinal products to prevent neural tube defects, and see also the exceptions in Articles 13 and 14). It also prohibits advertisements that are likely to lead to the use of a medicinal product to induce an abortion.
Article 6 prohibits advertisements for medicinal products that contain specified narcotic drugs or psychotropic substances (but see the exceptions in Articles 13 and 14).
Article 7 prohibits advertisements that state or imply that a medical consultation or surgical operation is not necessary, offer or suggest remote diagnosis or treatment, or are likely to lead to erroneous self- diagnosis.
Article 8 prohibits advertisements that state or imply that the effect of taking a medicinal product is guaranteed, is better than or equivalent to the effect of another treatment or medicinal product, or does not produce an adverse reaction. It prohibits advertisements that state or imply that the health of a person who is not suffering from any disease or injury could be enhanced by taking a medicinal product. It also prohibits advertisements that state or imply that the health of a person could be affected by not taking a medicinal product (but see the exceptions in Articles 13 and 14).
Article 9 prohibits advertisements that state or imply that a medicinal product is not a medicinal product (for example that it is a foodstuff or cosmetic), or that its safety or efficacy is due to the fact that it is natural.
Article 10 prohibits advertisements that state or imply that a medicinal product is recommended by a scientist or a health care professional, or by a person who, because of their celebrity, could encourage another person to use the medicinal product.
Article 11 prohibits advertisements that contain material directed principally at people aged under 18.
Article 12 prohibits advertisements for a medicinal product that do not make clear that they are an advertisement, do not clearly identify the product as a medicinal product, or do not include the name of the product and information necessary for its correct use. It also prohibits advertisements that do not include an express, clear invitation to read the instructions carefully (but see the exception in Article 14).
Article 13 provides an exception to the prohibitions in Articles 5(1), 6 and 8(2)(b) if the advertisement is for a vaccine or serum and is part of a vaccination campaign that has been approved by the Minister for Health and Social Services.
Article 14 provides an exception to the prohibitions in Articles 5(1), 6, 8(2)(b) and 12(1)(b)(iv) if the advertisement is for a medicinal product for use in response to the suspected or confirmed spread of a pathogenic agent, toxin, chemical agent or nuclear radiation and is part of a campaign that has been approved by the Minister for Health and Social Services.
Article 15 states that a person who contravenes a provision of this Order, or who causes or procures another person to contravene a provision of this Order, commits an offence and is liable to imprisonment for a term not exceeding 2 years, a fine not exceeding level 3 on the standard scale (that is, £10,000), or both.
Article 16 repeals the Medicines (Advertising) (Jersey) Order 2000.
Article 17 gives the name of this Order and states that it comes into force 7 days after it is made. The Order was made on 6th January 2026 and came into force 13th January 2026.
Road Traffic (Speed Limits) (Jersey) Amendment Order 2026. Minister for Infrastructure.
This Order amends the Road Traffic (Speed Limits) (Jersey) Order 2003 to impose, or reduce, speed limits on a number of roads in St. Ouen . It also imposes a speed limit on a road in St. Mary .
The Order was made on 12th January 2026 and comes into force on 9th February 2026.

On 7th July 1992 the States, adopting a proposition of former Senator R.J. Shenton, "agreed to establish a Consultative Panel of elected members of the States with whom the Bailiff would be able to meet in order to consult on a confidential basis in appropriate cases".
The composition of the Panel has been amended on a number of occasions since 1992 to reflect changes to the machinery of government and the current composition, agreed on 16th May 2006, is as follows –
the Chief Minister;
the Minister for Treasury and Resources;
the Chair of the Privileges and Procedures Committee;
the Chair of the Comité des Connétable s; and
five other members elected by ballot by the States for a period of 3 years.
On 11th November 2022, the States appointed Deputy Carolyn Labey of Grouville and St. Martin , Deputy Raluca Kovacs of St. Saviour , Deputy Malcolm Ferey of St. Saviour and Connétable Simon Crowcroft of St. Helier as the 5 members elected by ballot for 3 years. Deputy Lyndon Farnham was also elected, but has remained in position since January 2024 as Chief Minister.
Although the Panel does not meet frequently it nevertheless enables the Bailiff to discuss various matters with elected members. For example, matters discussed by the Panel in the past few years have included the plans for Liberation Day and Royal visits, the arrangements for the departure of His Excellency the Lieutenant Governor and the arrival of his successor, the appointment of Crown Officers and the appropriate way to mark the retirement of the Bailiff .
As the term of office of the 5 members elected by ballot in 2022 has expired it is necessary to re-appoint members. In accordance with the procedure followed in 2022, nominations will be invited from the floor and each nomination will need to be seconded. If there are more than 5 nominations made a secret ballot will be held and the 5 members receiving the largest numbers of votes will be elected as members of the Panel. In any ballot each member would be able to cast up to 5 votes.

"Further to Oral Question 255/2025 regarding Equality Impact Evaluations, will the Chief Minister –
- advise when, or if, he intends to address improvements to the Equality Impact Evaluation process, including ensuring it becomes more central to all Council of Ministers' decision – making, and further information on the evaluation tool and process will be published;
- outline what discussions, if any, have taken places with Ministerial colleagues and Officers, and what decisions, if any, have been made regarding the publication of the results of Equality Impact Evaluations when they are carried out on major policy or legislative proposals, for example the Budget; and

"Following questions during the States sitting of 11th November 2025 regarding the impact of major roadworks on Island businesses, will the Minister advise what discussions he has had with the Minister for Infrastructure and with his own officials on progressing potential support for local businesses affected by major roadworks and infrastructure projects, including expected timelines?"

"Further to the resignation of the Pan-Island Commissioner for Standards from her role in Guernsey following a Guernsey States debate that did not uphold her recommendation, will the Chair confirm –
- the status of the Commissioner's role in Jersey;
- what plans, if any, he has for her role in Jersey to be reviewed; and
- whether this resignation will have any impact on costs for Jersey?"
- H.M. Attorney General tabled an answer on 8th December 2025 to the following question asked by Deputy M. Tadier of St. Brelade –
"Will H.M. Attorney General confirm what powers, if any, Ports of Jersey has, either in law, under the conditions of use of Jersey Airport or otherwise, to require the owners of the planes leased to Blue Islands in Jersey to pay the outstanding airport fees owed by Blue Islands to Ports of Jersey; and further will he confirm whether paragraph 7 of the Jersey Airport Conditions of Use allows Jersey Airport to pursue the owners of the aircraft to enable full recovery of all monies owed in landing fees by Blue Islands to Ports of Jersey?"

"Will the Minister confirm –
- how many Blue Islands aircraft are currently grounded in Jersey;
- if there are any grounded aircraft, who is the registered owner;
- whether Ports of Jersey are pursuing those registered owners for all monies owed in landing fees by Blue Islands to Ports of Jersey; and
- if pursuing any such landing fees, what basis does Ports of Jersey have to pursue these debts, and if these debts are not being pursued why not?"
- The Minister for Education and Lifelong Learning tabled an answer on 8th December 2025 to the following question asked by Deputy I. Gardiner of St. Helier North –
"Further to the Minister's response to Written Question 142/2025, in which it was stated that a full review of the apprenticeship system would be completed in 2025 and that he would inform on future funding decisions, will the Minister –
- advise whether the apprenticeship review has been completed and, if so, provide the final report;
- outline the key findings and recommendations of the review, including any proposed changes to grant levels, eligibility criteria, inflation protection and any move towards a demand-led model;

"Further to the response to Written Question 441/2025, will the Minister advise, for 2024 and for 2025 to date –
- the total cost of delivering apprenticeship provision at Highlands College, broken down into staff and non-staff expenditure;
- the average cost per apprentice for each year, based on these totals;

"Will the Minister provide details of the standard adult consultation fee for surgery consultations, home consultations, and the cost of a repeat prescription (90 days charge) at each GP surgery, per month for each of the last 3 years, as per the current data published on Gov.je?"

- how an increase in price of "around £50,000", should 1-bedroom 1-person units be removed, was assessed and calculated;

"Will the Minister advise what work, if any, has been undertaken in relation to the implementation of a Jersey Ethical Care Charter, as adopted in P.48/2017 (as amended), and if no work has been undertaken, will he explain why not?"

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was presented to the States in the report Time Limits on Speeches in Debates: Guidance on the Exercise of Discretion' (R.3/2021).
