This Order provides that the Residential Tenancy (Jersey) Amendment Law 2025 comes into force on 15th April 2026. The Amendment Law amends the Residential Tenancy (Jersey) Law 2011, including to improve tenants' rights under residential tenancies.

The Order was made on 11th March 2026 and came into force on the same day.

Road Traffic ( St. Clement ) (Jersey) Amendment Order 2026. Minister for Infrastructure.

This Order amends the Road Traffic ( St. Clement ) (Jersey) Order 1987. The amendments update the description of part of La Grande Route de St. Clement where waiting is prohibited. The amendments also change the parts of 2 roads where waiting is prohibited. The prohibition is –

• reduced on La Petite Sente; and

• extended on La Rue du Pontlietaut.

A prohibition on waiting means that a person must not cause or permit a vehicle to wait on the relevant part of the road.

The amendments come into force 7 days after this Order is made.

The Order was made on 11th March 2026 and came into force on 18th March 2026.

Road Traffic (Public Parking Places) (Jersey) Amendment Order 2026. Minister for Infrastructure.

This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006 to –

• designate levels 14 and 15 of Pier Road Car Park as parking places for which vehicles are authorised to park under a monthly season ticket;

• extend the maximum parking period that applies to parking places on levels 14 and 15 of Pier Road Car Park from 3 hours to a total period of 12 hours in any continuous period of 24 hours.

This Order comes into force 7 days after it is made.

Education (Grants and Allowances) (Jersey) Amendment Order 2026. Minister for Education and Lifelong Learning.

This Order amends the Education (Grants and Allowances) (Jersey) Order 2018 (the "2018 Order") to provide for an increase in the amount of tuition fees grant that may be awarded to students for the 2026 and 2027 academic years, and an increase in the amount of maintenance and other grants that may be awarded in the 2026 academic year. It also amends the provisions relating to grants that may be awarded to students undertaking courses of at least 4 years, with the amount awardable depending on whether the student has opted as a component of the course to attend a place other than the institution providing the course (for example, as a work placement or a year abroad). In addition, this Order makes other minor amendments to the 2018 Order.

Article 1 provides that this Order amends the 2018 Order.

Article 2 amends Article 1 of the 2018 Order to insert new definitions of "2026 academic year" and "2027 academic year".

Article 3 deletes Article 6B of the 2018 Order, which makes provision about the status of examples used in the 2018 Order. Articles 8(5), 16(6), 17(3) and 18(3) of this Order delete the examples from the 2018 Order.

Article 4 makes a minor amendment to Article 12 of the 2018 Order, in consequence of the new Article 15A in the 2018 Order (inserted by Article 11 of this Order).

Article 5 amends Article 12A of the 2018 Order, to delete provision determining the relevant income of a student, for the purposes of the award of a grant, for the 2024 academic year (which is now obsolete).

Article 6 amends Article 13 of the 2018 Order to increase, by 2.71%, the amount of tuition fees grant that may be awarded to students for the 2026 academic year. The amendments provide for a further increase, of 2.68%, for the 2027 academic year.

Article 7 amends Article 13BA of the 2018 Order to increase, by 3.4%, the maximum amount of maintenance grant that may be awarded to students for the 2026 academic year.

Article 8 amends Article 13CA of the 2018 Order to increase, by 3.4%, the minimum amount of maintenance grant that may be awarded to students for the 2026 academic year. Paragraph (5) deletes the example.

Article 9 amends Article 14 of the 2018 Order, which provides for an increase in the amount of tuition fees grant that may be made, in certain circumstances, to a student undertaking a course in medicine, dentistry or veterinary science (or a related subject) for an academic year that includes a period of clinical training. The effect of the amendment is that if Article 20 of the 2018 Order applies, under which the tuition fees grant is reduced in certain circumstances for longer courses, Article 14 does not apply.

Article 10 amends Article 15 of the 2018 Order, which provides that a clinical component grant may be awarded in certain circumstances to a student undertaking a course in medicine, dentistry, nursing or veterinary science. The amendment increases, by 3.4%, the amount of clinical component grant that may be awarded to students for the 2026 academic year. It also inserts a new paragraph in Article 15 of the 2018 Order, providing that Article 15 is subject to the new Article 15A, inserted by Article 11 of this Order. In addition, it deletes obsolete provision relating to the 2024 academic year.

Article 11 inserts new Article 15A in the 2018 Order. The new Article applies in relation to a student undertaking a full-time course with a duration of at least 4 years, if the same or an equivalent qualification can be obtained by undertaking a course with a duration of 1 year less. The provision applies only to courses that begin in the 2026 academic year or a subsequent academic year. The new Article provides that no clinical component grant is awardable under Article 15 of the 2018 Order if the student has opted, as a component of the course, to attend a place other than the institution providing the course for either the whole academic year or a period of at least 21 weeks (whether or not consecutive) in that academic year. It also provides for a proportional reduction in the amount of clinical component grant that is awardable to students who have opted to attend a place other than the institution providing the course for separate periods, in different academic years, that together add up to 21 weeks.

Article 12 substitutes Article 20 of the 2018 Order, which makes provision for a reduction in a student's grant for a 4-year course (subject to certain exceptions). The new Article 20 provides for a proportional reduction in the amount of tuition fees grant and maintenance grant payable to students undertaking full- time courses of at least 4 years or, if the course is a "qualifying placement course" (as defined by paragraph (2) of the new Article), at least 5 years. A course is a "qualifying placement course" if the student has opted, as a component of the course, to attend a place other than the institution providing the course for an academic year, a period of at least 21 consecutive weeks or separate periods (in the same or different academic years) that together add up to 21 weeks. The Article only applies if the same or an equivalent qualification cannot be obtained by undertaking a course with a duration of 1 year less or, if it is a qualifying placement course, 2 years less than the student's course. It does not apply in relation to courses that began before the start of the 2024 academic year.

Articles 13 and 14 delete obsolete provision relating to the 2024 academic year from Articles 22 and 23 of the 2018 Order, which make provision about interview attendance allowance and disabled student allowance.

Article 15 amends the definition of "full-time attendance" in Article 32 of the 2018 Order to make clear that a student who has opted, as a component of a course, to attend a place other than the institution providing the course is not prevented from being treated as a full-time student for the purposes of determining the amount of a grants or allowances under the Order.

Article 16 amends paragraph 8 of the Schedule to the 2018 Order, which makes provision about the tuition fees grant payable to students undertaking distance learning courses. The amendments increase, by 2.71%, the amount of tuition fees grant that may be awarded to students for the 2026 academic year. The amendments provide for a further increase, of 2.68%, for the 2027 academic year. Paragraph (6) deletes the example.

Article 17 amends paragraph 9 of the Schedule to the 2018 Order, which makes provision about the maximum maintenance grant payable to students undertaking distance learning courses. The amendments increase, by 3.4%, the maximum amount of maintenance grant that may be awarded to students for the 2026 academic year. Paragraph (3) deletes the example.

Article 18 amends paragraph 10 of the Schedule to the 2018 Order, which makes provision about the minimum maintenance grant payable to students undertaking distance learning courses. The amendments increase, by 3.4%, the minimum amount of maintenance grant that may be awarded to students for the 2026 academic year. Paragraph (3) deletes the examples.

Article 19 gives the title of this Order and provides for its commencement. Most of the provisions come into force 7 days after the Order is made, apart from those relating only to the 2027 academic year, which come into force on 1st January 2027.

The Order was made on 13th March 2026. Articles 2(b), 6(5) and 16(5) come into force on 1st January 2027 and the remaining provisions came into force on 20th March 2026.

Immigration (Electronic Travel Authorisations – Mutual Recognition) (Jersey) Order 2026. Minister for Justice and Home Affairs.

This Order is made under section 11D of the Immigration Act 1971 of the United Kingdom, as extended to Jersey. Section 11D allows the Minister by Order to make provision about the effects, in Jersey, of electronic travel authorisations ("ETA") that are granted or refused under the law of the United Kingdom, the Bailiwick of Guernsey or the Isle of Man (the "mutual recognition jurisdictions").

An ETA granted under the law of a jurisdiction is an authorisation in electronic form to travel to that jurisdiction.

Legislation in similar terms has been made by the United Kingdom, and is to be made by the Bailiwick of Guernsey and the Isle of Man. That legislation together with this Order provides for the mutual recognition of an ETA granted under the law of each jurisdiction.

Article 1 is the interpretation provision.

Article 2 provides that if a person has an ETA granted under the law of a mutual recognition jurisdiction (a "recognised ETA"), the person is treated as if the recognised ETA was granted in Jersey (a "Jersey ETA") and is subject to any condition imposed on it by that other jurisdiction that could be imposed on a Jersey ETA.

Article 3 provides that a recognised ETA that has effect under Article 2 can be cancelled or varied in Jersey in the same way as a Jersey ETA could be cancelled or varied. (The cancellation or variation would only have effect in Jersey.)

A recognised ETA or a Jersey ETA may be cancelled or varied under the law of a mutual recognition jurisdiction, but only to the extent that the ETA has or had effect in that jurisdiction.

Article 4 provides that if a recognised ETA is cancelled or varied under the law of a mutual recognition jurisdiction, the cancellation or variation has effect in Jersey.

Article 5 provides that if a Jersey ETA is cancelled or varied under the law of a mutual recognition jurisdiction, the cancellation or variation has effect in Jersey.

Article 6 states that this Order does not provide a right of appeal in Jersey against a decision or other act under the law of a mutual recognition jurisdiction. And it states that this Order cannot be read as requiring a person to be permitted to travel to Jersey if that is contrary to the operation of an authority-to-carry scheme made by an Order under section 22(1) of the Counter-Terrorism and Security Act 2015 of the United Kingdom, as extended to Jersey.

Article 7 gives the name of this Order and states that it comes into force on 9th April 2026. The Order was made on 16th March 2026 and comes into force on 9th April 2026.

Regulation of Care Amendment (Jersey) Commencement Order 2026. Minister for the Environment.

This Order provides that the Regulation of Care (Jersey) Amendment Law 2026, other than the part of Article 24 of that Law that inserts Schedule 1, paragraph 33 to the Regulation of Care (Jersey) Law 2014, comes into force on 6th April 2026.

The Order was made on 17th March 2026 and came into force on the same day.

Regulation of Care (Fees) (Jersey) Amendment Order 2026. Minister for the Environment.

This Order amends the Regulation of Care (Fees) (Jersey) Order 2022 to include fees for the registration of providers and managers of, and annual fees for the following services that will become regulated on the commencement of the Regulation of Care (Jersey) Amendment Law 2026 (the "2026 Law") –

• health care services;

• ambulance services; and

• controlled techniques.

This Order further makes amendments to reflect that there is no fee for a regulated activity provided by a Minister.

The Order was made on 17th March 2026 and comes into force on the same day as the 2026 Law.

Control of Housing and Work (Fees) (Jersey) Order 2026.

This Order replaces the Control of Housing and Work (Fees) (Jersey) Order 2013 (the "2013 Order"), which will be repealed when the Control of Housing and Work (Amendment) (Jersey) Law 2022 (the "Amendment Law") comes into force. It sets fees chargeable under the Control of Housing and Work (Jersey) Law 2012 (the "Law").

The fees set in the Order are charged for the same things and set at the same level as in the 2013 Order, with slight variations to how the fees are described to account for the amendments made to the Law by the Amendment Law. So, this Order sets a fee for determinations of status under Article 3(4) of the Law, instead of for applications for a registration card (as charged under the 2013 Order). This Order charges an annual fee for staffing licences, instead of an annual charge in respect of Licensed or Registered persons (as charged under the 2013 Order).

The only substantive changes from the 2013 Order are:

• the removal of the fee for a non-resident trading licence or a non-resident hawker's licence, as these licences will no longer exist; and

• the ability of the Minister to waive or reduce a fee if the Minister considers it is fair and reasonable to do so having regard to the circumstances.

This Order comes into force at the same time as the Amendment Law comes into force.

The Order was made on 17th March 2026 and comes into force on the same day as the Amendment Law.

Control of Housing and Work (Licences and Exemptions) (Jersey) Order 2026.

This Order:

• provides exemptions from the requirement in Article 24(1) of the Control of Housing and Work (Jersey) Law 2012 (the "Law") that a person have an appropriate status for the purposes of work in Jersey;

• provides exemptions from the requirement in Article 2(1) of the Law that a person have an appropriate status under the Law;

• specifies the appropriate licences for the purposes of Article 25(1) of the Law to carry on a business;

• provides exemptions from the requirement in Article 25(1) of the Law that a person who carries on a business in Jersey has a licence to operate the business;

• specifies the appropriate staffing licence for the purposes of Article 24(2)(b) of the Law; and

• provides variations to a condition of a staffing licence that specifies a maximum number of individuals with Licensed status, Licensed for Lease Only status or Standard status that may work in or for a business.

Article 1 defines terms used in the Order. Terms that are used in the Order that are defined in the Law or in the Control of Housing and Work (Residential and Employment Status) (Jersey) Regulations 2025 have the same meaning as in the Law or Regulations (see Article 10 of the Interpretation (Jersey) Law 1954).

Article 2 contains exemptions from the requirement in Article 24(1) of the Law that a person have an appropriate status for the purposes of work in Jersey. A person is not required to have an appropriate status for work that is an exempt employment activity (exempt employment activities are listed in Schedule 1). A person who works in Jersey for 10 days or less in a 12-month period is not required to have an appropriate status for work.

Article 3 provides that a person is exempt from the requirement in Article 2(1) of the Law to have an appropriate status under the Law if the only work the person does in Jersey is an exempt employment activity described in Schedule 1, paragraphs 2 to 5. This exemption means that the person is not required to acquire a status under Article 2 of the Law.

Article 4 specifies the appropriate licence, for the purposes of Article 25(1) of the Law, to carry on a business in Jersey. The appropriate licence for a person that carries on a resident business is a resident business licence. The appropriate licence for a person that carries on a non-resident business is a non- resident business licence.

Article 5 contains exemptions from the requirement in Article 25(1) of the Law that a person who carries on a business in Jersey has a licence to operate the business. A person is not required to have a licence to operate a business that involves only exempt business activities or activities that are reasonably incidental to exempt business activities (exempt business activities are listed in Schedule 2). A person is not required to have a licence to operate a business that carries on business in Jersey for 10 days or less in a 12-month period, unless the business is a non-resident trading business. A person is not required to have a licence to operate a business if the person is a sole trader or a company with only one member and the sole trader or member of the company is the only person who works in or for the business, works for less than 8 hours a week, and does not have Standard status.

Article 6 specifies the appropriate staffing licence for the purpose of Article 24(2)(b) of the Law. The appropriate staffing licence for a resident business that employs an individual with Licensed status, Licensed for Lease Only status or Standard status is a staffing licence. A business that does not hire an individual with any of those statuses is not required to have a staffing licence. Article 6 provides that a staffing licence must state, as a condition of the licence, the maximum number of individuals with Licensed status, Licensed for Lease Only status or Standard status that may work in or for the business that has the licence, and that exempt workers do not count towards the maximum number (exempt workers are listed in Schedule 3).

Article 7 gives the name of the Order and states that it comes into force at the same time as the Control of Housing and Work (Amendment) (Jersey) Law 2022.

Schedule 1 lists exempt employment activities. These are:

• work for a resident business that carries out only exempt business activities;

• remote work for a non-Jersey business by someone who is in Jersey for 60 days or less in a 12- month period (this exemption is aimed at people who work remotely for their usual employer while staying temporarily in Jersey);

• work as a member of a governing body of an entity or arrangement (such as a director of a company) by someone who is in Jersey for 60 days or less in a 12-month period;

• work for a business that is part of an international group by someone who is in Jersey for 60 days or less in a 12-month period and does the majority of their work for the group outside Jersey; and

• work as a "business visitor for establishment purposes" (defined in paragraph 5(2)) by someone who is in Jersey for 90 days or less in a 12-month period.

Schedule 2 list exempt business activities. These are:

• regulated activities (defined in paragraph 1(2)) that are carried out by a non-resident business, or by a resident business if every person who works in or for the resident business is carrying out the exempt employment activity of working as a member of a governing body of an entity or arrangement;

• an activity managed by a person or body of persons who carry out regulated activities, if the activity is carried out by a non-resident business, or by a resident business if every person who works in or for the resident business is carrying out the exempt employment activity of working as a member of a governing body of an entity or arrangement;

• provision of accommodation or premises in Jersey by a non-resident business, or by a resident business that provides 5 or fewer separate premises or units of accommodation (this exemption does not apply to businesses that carry out property development in Jersey or that are registered under certain Laws);

• provision of domestic or personal services by a resident business to no more than 2 households;

• activities carried out by a business visitor for establishment purposes; and

• activities by a non-resident business that are urgently required as a result of a critical incident.

Schedule 3 lists exempt workers. These are:

• workers who are employed by a business to replace another worker and who work for the business at the same time as the replaced worker for a period of 30 days or less;

• workers who are employed by a business to provide cover for another worker who is on leave;

• workers with Licensed status, Licensed for Lease Only status or Standard status working for a business that is not their main employer;

• workers supplied to a business by an agency, who work under an agreement with the agency, rather than the business;

• workers on a zero hours contract with a business, during a period in which they are not working in or for the business;

• workers performing certain exempt employment activities;

• workers who work for a business for 10 days or less in a 12-month period; and

• workers who arrived in Jersey when they were under 25 years old, in continuous full-time education and ordinarily resident with and financially dependent on a parent with a status other than Standard status and who have been ordinarily and continuously resident in Jersey since their arrival.

The Order was made on 17th March 2026 and comes into force at the same time as the Control of Housing and Work (Amendment) (Jersey) Law 2022.

Telecommunications Law Amendment (Jersey) Commencement No. 2 Order 2026. Minister for Sustainable Economic Development.

This Order brings the remainder of the Telecommunications Law (Jersey) Amendment Regulations 2024 (the "Regulations") into force on 1st June 2026. The Regulations were adopted by the States on 10th September 2024 (P.47/2024) and were partially commenced on 1st October 2024 (R&O.54/2024).

The provisions of the Regulations commenced by this Order insert the following into the Telecommunications (Jersey) Law 2002 –

• Articles 24K to 24Z (the security duties provisions);

• Schedule 2;

• provisions of Articles 24A, 24ZA, 24ZC, 24ZF and 24ZI that relate only to the security duties provisions;

• a consequential amendment to Article 60(1).

Articles 24K to 24Z impose duties on the providers of public electronic communications networks ("PECN") and public electronic communications services ("PECS"), requiring them to take steps to identify and mitigate the risks of security compromises occurring in relation to their PECN or PECS, and to take steps in response to any security compromise that occurs.

Schedule 2 contains compliance and enforcement provisions relating to the security duties. The Order was made on 19th March 2026 and came into force on the same day.

Telecommunications (Security Measures) (Jersey) Order 2026. Minister for Sustainable Economic Development.

This Order sets out the specific security measures that providers of public electronic communications networks ("PECN") or public electronic communications services ("PECS") must take for the purposes of:

• identifying and reducing the risks of security compromises occurring;

• preparing for the occurrence of security compromises;

• preventing or mitigating any adverse effects on the PECN or PECS as a result of a security compromise.

Article 1 defines specific terms used throughout the Order.

Article 2 gives the scope of the Order. It provides that the Order applies to PECN providers and PECS providers in every calendar year in which the Jersey Competition Regulatory Authority determines that the provider's relevant turnover in the preceding calendar year was at least £1,000,000. But if a PECN provider or PECS provider has a relevant turnover of at least £1,000,000 in a calendar year (Year A) and a relevant turnover of less than £1,000,000 in the following calendar year (Year B), this Order applies to the provider in Year B and in the 2 subsequent calendar years. Article 2 also defines "relevant turnover" and "relevant activity".

Article 3 requires network providers to take appropriate and proportionate measures to securely design, construct and (if relevant) redesign, develop and maintain their public network. To achieve this, the measures focus on ensuring network providers understand the risks of security compromises to network architecture, record those risks, and act to reduce them. This includes securely maintaining networks by ensuring that network providers can identify security risks and, if necessary, operate the network without relying on persons, equipment or stored data located outside of the British Islands.

Article 4 requires network providers and service providers to use appropriate and proportionate technical means to protect the data stored in relation to the operation of networks and services, and secure the functions that allow networks and services to be operated and managed effectively. These functions include the software, devices and equipment that manage and run networks and services. The measures will make sure network and service providers protect against malicious incoming signals, secure the workstations used to make changes to their public networks, and reduce the risk of security compromise relating to customers' SIM cards.

Article 5 requires network or service providers to take measures to protect monitoring and analysis tools by ensuring that network and service providers account for location-related risks. This includes ensuring that monitoring and analysis tools are not located in, or accessible from, countries listed in the Schedule. These countries are China, Iran, North Korea and Russia. Where providers host capabilities outside of the British Islands, they must take measures to identify and reduce the risks of security compromise occurring as a result of monitoring and analysis tools being stored on equipment in those locations.

Article 6 requires network or service providers to take appropriate and proportionate measures to maintain oversight of access to networks and services in order to reduce the risk of security compromises. This includes securely retaining logs relating to security critical function access for at least 13 months, as well as having systems to ensure providers are alerted to and can address unauthorised changes to the most sensitive parts of the network or service.

Article 7 requires network or service providers to take appropriate and proportionate measures with their third-party suppliers to help to identify and reduce risks of security compromise. To achieve this, network or service providers will need to take appropriate and proportionate measures to ensure contractual arrangements with their third-party suppliers that, among other things, require those suppliers to take appropriate measures to identify, disclose and reduce risks of security compromises arising from the relationship. Network or service providers are also required to have written contingency plans that set out what steps will be taken if supply from a third party is interrupted.

Article 8 requires network or service providers to take appropriate and proportionate measures to reduce the risk of security compromises occurring as a result of unauthorised access to their public networks or services. It ensures providers understand and control who has the ability to access and make changes to the operation of their public networks and services, to avoid security compromises. Providers will need to follow requirements that include applying best practice such as multi-factor authentication and password protections for users who can make changes to security critical functions. Alongside technical solutions, network and service providers must give approval for staff permissions and be responsible for people's access to administrative accounts, including access by third parties.

Article 9 requires network or service providers to take appropriate and proportionate measures to prepare to limit the adverse impacts of security compromises and be able to successfully recover in the event of a compromise. This includes holding and updating copies of information needed to rebuild the public network or service in the event of a security compromise. It also makes sure providers have processes in place to appropriately respond to, mitigate and recover from security compromises.

Article 10 requires network or service providers to take appropriate and proportionate measures to ensure that those given responsibility for securing public telecommunications networks or services are managed appropriately and are adopting appropriate security policies. Network or service providers will need to assign board-level responsibility (or equivalent) for oversight of new governance processes and effective management of persons responsible for taking security measures within the organisation. Article 10 also sets out how to put an organisational framework in place to manage security incidents from a business process perspective.

Article 11 requires network or service providers to regularly review the security of their networks and services to identify and address security risks. These must be carried out at least once every 12 months. Written assessments must include an assessment of the overall risks of security compromises occurring in the following 12 months.

Article 12 requires network or service providers to make effective use of security patches and upgrades to protect physical and virtual networks and services against attacks. This includes taking appropriate and proportionate steps to apply patches provided by software or equipment providers within 14 days, unless there is a particular circumstance requiring a longer period. When taking longer than 14 days, providers must consider the severity of risk that the patch or mitigation measures addresses, and record the reasons for this extension.

Article 13 requires network or service providers to take appropriate and proportionate measures to ensure that those responsible for understanding and managing security risks in a provider's network or service are suitably skilled and experienced. Network or service providers will need to follow the requirements that set out the ways in which responsible persons should be competent in fulfilling their security duties and should be given resources to enable them to do so.

Article 14 requires network or service providers to carry out, at appropriate intervals, tests to assess the risks of security compromises to their public networks and services. These tests must simulate the actions of an attacker and be carried out without prior warning being given to staff.

Article 15 requires network or service providers to take appropriate and proportionate steps to share information and provision of assistance between public telecommunications providers to remedy or mitigate the effects of security compromises. Any information shared is only for the purposes of helping that provider identify and reduce the risks of a security compromise occurring.

Article 16 gives the title of the Order and provides for it to come into force on 1st June 2026, which is when the Telecommunications Law Amendment (Jersey) Commencement No. 2 Order 2026 brings the remaining provisions (relating to security duties) of the Telecommunications Law (Jersey) Amendment Regulations 2024 into force.

The Order was made on 19th March 2026 and comes into force on 1st June 2026.

Road Traffic ( St. Helier and Disabled Persons Parking) (Jersey) Amendment Order 2026. Minister for Infrastructure.

The Road Traffic ( St. Helier and Disabled Persons Parking) (Jersey) Amendment Order 2026 amends the Road Traffic ( St. Helier ) (Jersey) Order 1996 and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002 to formally designate various traffic restrictions, loading/unloading bays and parking places in St. Helier , including disabled parking places.

In particular, amendments provide for part of St. John 's Road to be made one-way, and reflect changes in the layout of the Esplanade.

This Order also –

• replaces an outdated reference to legislation in Article 9;

• increases the fees for the parish's residents' parking zones ("RPZ") and specifies that the fees shown are inclusive of GST;

• introduces a new RPZ in the Old Trinity Hill area; and

• clarifies that the fee prescribed for a car club permit is inclusive of GST, with the fee stated in Article 27B(3) adjusted accordingly.

This Order comes into force 7 days after it is made, except for the provisions relating to RPZ fees, which come into force on 1st May 2026.

The Order was made on 19th March 2026 and comes into force on 26th March 2026, except for Article 5(1)(b), (2) and (3) which comes into force on 1st May 2026.

Social Security (Health and Christmas Bonus) Amendment (Jersey) Commencement Order 2026. Minister for Social Security.

This Order provides that the Social Security (Health and Christmas Bonus) (Jersey) Amendment Regulations 2026 come into force on 30th March 2026. The Regulations provide that a person with an annual tax liability of under £1,000 may be eligible for a bonus payment under the Social Security (Health Bonus Scheme) (Jersey) Order 2016.

The Order was made on 20th March 2026 and came into force on the same day.

"Further to Written Question 4/2026, will the Chief Minister state, for each year as far back as records will allow –

the total number of High Value Residents (HVRs) at the end of the year; and
the number of HVRs who left the HVR scheme during the year but who remained resident in the Island?"

The Minister for Education and Lifelong Learning tabled an answer on 9th March 2026 to the following question asked by Deputy M.B. Andrews of St. Helier North –

"Further to Written Question 388/2024, will the Minister advise the number of children excluded from States primary schools and, separately, from States secondary schools for each academic year since 2023/24, and will he advise what interventions, if any, have been made since he took office to support children who have demonstrated tendencies to act inappropriately towards staff and other children?"

The Minister for Health and Social Services tabled an answer on 9th March 2026 to the following question asked by Deputy M.B. Andrews of St. Helier North –

"Will the Minister advise the total number of locum and agency staff employed by the Health and Social Services Department from February 2025 to date and outline what actions, if any, have been taken to reduce the number employed; and will he confirm the total number of new permanent staff employed by his Department from January 2025 to date?"

The Minister for Justice and Home Affairs tabled an answer on 9th March 2026 to the following question asked by Deputy M.B. Andrews of St. Helier North –

"Further to the inclusion of consensual strangulation as a defence under the Draft Crime (Strangulation) (Jersey) Law 202- legislation, will the Minister advise whether there was any public consultation regarding the inclusion of this defence in the Law and if any concerns were raised, and if no such consultation was undertaken, will she explain why not?"

The Minister for Justice and Home Affairs tabled an answer on 9th March 2026 to the following question asked by Deputy L.M.C. Doublet of St. Saviour –

"In relation to not including pension sharing arrangements in the Draft Marriage and Civil Partnership (Dissolution And Separation) (Jersey) Law 202- (P.85/2025): Amendment, as raised during the States Assembly debate on 26th February 2026, will the Minister advise –

the technical reasons, if any, that led to pensions not being included in the Law;
what actions, if any, are planned to enable the inclusion of pension arrangements in the Law, including –

the resources allocated to this work;
the timeline for each stage of the work; and

when any amended Law might be brought to the Assembly?"

The Minister for Health and Social Services tabled an answer on 9th March 2026 to the following question asked by Deputy L.M.C. Doublet of St. Saviour –

"In relation to establishing the Assisted Dying Service in Jersey, will the Minister advise –

how the establishment of the Service will be phased, providing timelines and resources (including costs) required at each phase;
what professionals, other Ministers and Departments will be involved in establishing the Service;
the locations or settings in which the Service will operate;
whether the Assembly will be required to make any further decisions; and
what further consultation, if any, will be carried out, and if so, when, how and with whom?"

The Minister for Health and Social Services tabled an answer on 9th March 2026 to the following question asked by Deputy R.S. Kovacs of St. Saviour –

"Given the controls contained within the Planning and Building (Jersey) Law 2002 in relation to works undertaken on Listed Buildings, will the Minister explain what discretion, if any, exists following storm or fire damage, to undertake works which would normally be prohibited when there are concerns about any such Building's structure, integrity or safety; and will he advise whether temporary works are treated differently to permanent repairs?"

The Minister for Health and Social Services tabled an answer on 9th March 2026 to the following question asked by Deputy J. Renouf of St. Brelade –

"Further to the response given to Urgent Oral Question 1/2026, in relation to potentially charging some patients for travel and accommodation costs relating to treatment in the UK, will the Minister detail –

the total expected savings;
what means testing income thresholds will apply;
the costs of administering the system, and whether this will involve additional staffing costs;
what appeals process is proposed, and if no plans exist for appeals why not;
the timeline for the income thresholds to be set, and whether they will be uprated each year in line with inflation, or if another metric will be applied, what metric;
what plans, if any, there are to hold a public consultation before the implementation of these charges, and if no such plans exist, why not;
the timeline for when the charging is expected to come into force; and
how care packages will be arranged when charging patients who stay in hospital and a care package is available, and whether patients will have a say in whether or not the package on offer is appropriate?"

The Chief Minister tabled an answer on 9th March 2026 to the following question asked by Deputy J. Renouf of St. Brelade –

"Further to the information circulated in relation to Written Question 18/2026, will the Minister advise the total number of High Value Residents under the current 2(1)(e) and the previous 1(1)k schemes who were resident in Jersey at the end of each year from the origins of the scheme in 1974 until 2009?"

The Minister for Health and Social Services tabled an answer on 9th March 2026 to the following question asked by Deputy J. Renouf of St. Brelade –

"Further to the publication of the Royal College of Physicians (RCP) review into the Neurology Department report, will the Minister advise –

why the Health department nominated cases for review rather than allowing the RCP to choose them at random, as originally agreed, and who made this decision;
what plans, if any, the department has to employ a second consultant neurologist, as recommended in the report, and if there are no such plans, why not; and
whether all the recommendations are going to be accepted, and if so, in what time frame will they be implemented, and if not will he identify which recommendations are not going to be accepted and explain why not?"

The Minister for International Development tabled an answer on 9th March 2026 to the following question asked by Deputy K.M. Wilson of St. Clement –

"Will the Minister advise, for each humanitarian crisis Jersey has supported in the past five years –

the total funding allocated;
the rationale and criteria used in determining each contribution; and

confirm whether there are any current or planned humanitarian assistance initiatives relating to the crisis in the Middle East?"

The Minister for Sustainable Economic Development tabled an answer on 9th March 2026 to the following question asked by Deputy K.M. Wilson of St. Clement –

"Will the Minister detail how many businesses based in St. Clement have received Government grants or business support funding, broken down for each the last five years by economic sector (for example hospitality or construction), and the amounts allocated?"

The Minister for Infrastructure tabled an answer on 9th March 2026 to the following question asked by Deputy K.M. Wilson of St. Clement –

"Will the Minister advise what surface-water drainage and flood-risk assessments, if any, have been carried out for the Parish of St.Clement over the last five years, and for each assessment detail any –

identified gaps or vulnerabilities; and
mitigation work undertaken or proposed, including timelines and costs?"

The Minister for the Environment tabled an answer on 9th March 2026 to the following question asked by Deputy H.L. Jeune of St. John , St. Lawrence and Trinity –

"Will the Minister advise when the ban will be lifted on the personal importation of dairy and meat products from the European Union, European Economic Area (EEA) states, and Switzerland, Greenland and the Faroe Islands, and if a lift on this ban is not planned, explain why not?"

The Chief Minister tabled an answer on 16th March 2026 to the following question asked by Deputy M.B. Andrews of St. Helier North –

"Will the Chief Minister advise –

the total amount of any savings proposed to the Council of Minsters by the current Chief Executive;
whether the Council has rejected any such proposals from the Chief Executive and, if so, what the total anticipated savings of such rejected proposals have been; and
why has the Council rejected any such proposals?

H.M. Attorney General tabled an answer on 16th March 2026 to the following question asked by Deputy J. Renouf of St. Brelade –

"With regard to the Public Elections (Expenditure and Donations) (Jersey) Law 2014, will H.M. Attorney General advise –

whether a political movement that invites candidates to support its manifesto or programme would qualify as a third party under the terms of Article 9; and
in circumstances where the movement was working with the consent of a candidate, whether the spending of that movement in support of the candidate would fall under any other clauses within the Law?"

The Minister for the Environment tabled an answer on 16th March 2026 to the following question asked by Deputy I. Gardiner of St. Helier North –

"Will the Minister advise what disposals, if any, his department (whether alone or in coordination with Ports of Jersey or another third party) has made of PFAS-contaminated water from airport operations or associated land; and what regulatory framework, data-monitoring and environmental safeguards were applied to any such disposals?"

The Minister for Education and Lifelong Learning tabled an answer on 23rd March 2026 to the following question asked by Deputy M.B. Andrews of St. Helier North –

"Will the Minister explain whether funding awarded for children with a Record of Need is applied solely to the individual child or, if not, how the funding is allocated?"

The Minister for Treasury and Resources tabled an answer on 23rd March 2026 to the following question asked by Deputy M.B. Andrews of St. Helier North –

"Following the implementation of the 3% stamp duty surcharge on residential properties that are not a purchaser's main residence, will the Minister state –

the number of transactions in which the surcharge has been levied; and
the number of first-time buyer purchases since the implementation of the surcharge?"

The Minister for Treasury and Resources tabled an answer on 23rd March 2026 to the following question asked by Deputy M.B. Andrews of St. Helier North –

"Will the Minister detail, for each of the last five years, the total amount of funding granted to non- public sector organisations commissioned by the Government to deliver public services?"

The Minister for Health and Social Services tabled an answer on 23rd March 2026 to the following question asked by Deputy I. Gardiner of St. Helier North –

"In relation to endocrine disorders and thyroid disease, will the Minister –

detail, for each of the last ten years, the number of Jersey residents diagnosed with thyroid disease, broken down by year and diagnosed type (including hypothyroidism, hyperthyroidism, autoimmune thyroid disorders (such as Hashimoto's thyroiditis and graves' disease) and thyroid cancer;
provide, for each of the last ten years –

the annual budget allocated to thyroid-related clinical services, endocrinology services, and thyroid disease monitoring within Jersey's health system; and
the number of consultant and other endocrinologists and thyroid specialist clinical staff employed within the Health Department; and

advise whether –

any epidemiological or public health review has been undertaken during the past ten years examining thyroid disease trends, clusters or increases in thyroid-related disease in Jersey's population;
the Health Department has assessed possible environmental contributors to thyroid disease, including exposure to persistent environmental pollutants; and
Jersey maintains any system for monitoring population-level trends in endocrine disorders that could indicate emerging public health concerns?"

The Minister for Infrastructure tabled an answer on 23rd March 2026 to the following question asked by Deputy H.L. Jeune of St. John , St. Lawrence and Trinity –

"In relation to the partnership agreement between the Government of Jersey and Jersey Electricity for the installation of solar arrays on public buildings, will the Minister advise –

which party will be responsible for funding the solar installations, to include the cost of solar panels, project management, installation and ongoing maintenance;
what financial contribution, if any, the Government is providing to the project if they are not funding the installations;
whether Jersey Electricity will own and operate the solar arrays and, if so, for what period;
whether the Government will receive any income, lease payments or other financial benefit from the use of public buildings for the solar installations;
whether electricity generated by these arrays will offset the electricity consumption of the relevant public buildings or whether it will instead be exported directly to the grid;
whether the Government will receive any discount, credit or financial benefit on its electricity costs; and
the current annual cost of electricity paid by the Government of Jersey across its estate, including a breakdown (where available) of the largest electricity-consuming sites?"

The Minister for Infrastructure tabled an answer on 23rd March 2026 to the following question asked by Deputy H.L. Jeune of St. John , St. Lawrence and Trinity –

"Further to the Scrutiny Hearing on 5th March 2026, and in relation to the mature tree outside the Blue Note Bar on Broad Street, will the Minister advise –

the estimated total cost of relocating the tree, including removal, transportation, replanting and associated works;
whether arboriculture advice was obtained to confirm it is an appropriate time of year to relocate a mature tree and, if so, whether this advice can be provided;
what specific aftercare programme will be implemented after relocation;
the total funding allocated for any such aftercare and how long it will be provided for;
whether there are records of mature trees being relocated in Jersey in recent years and, if so, how many have successfully survived relocation and how many have not;
whether the Tree Strategy 2022 is still being followed and to what extent this is being used to inform the "vibrant core" of the Public Realm Movement Strategy; and
what annual maintenance budget has been allocated to support the establishment and long- term health of the planned new trees on Broad Street?"

The Minister for Health and Social Services tabled an answer on 23rd March 2026 to the following question asked by Deputy J. Renouf of St. Brelade –

"Will the Minister advise –

whether a report into the General Surgical Acute On-Call Service (as requested by the Health Advisory Board in 2023) was commissioned and, if not, why not;
if it was commissioned, whether the report will be published and, if not, why not; and
whether any other independent reports on departments of Health Care Jersey have been commissioned by the Royal College of Physicians?"

The Minister for the Environment tabled an answer on 23rd March 2026 to the following question asked by Deputy J. Renouf of St. Brelade –

"Regarding PFAS concentration in the public water supply, will the Minister –

provide figures for PFAS Chemicals (PFOA, PFOS, PFHxS, and PFNA) in the public water supply over the last 10 years; and
in relation to the Draft Water Law (Jersey) Amendment Regulations 202- (P.26/2026), advise what work he has done –

to determine the likely cost of meeting the 4ng/L standard proposed in the Proposition; and
to test the capital costs anticipated by Jersey Water (£140 million to £210 million) as being required to meet the standard?"

The Minister for Infrastructure tabled an answer on 23rd March 2026 to the following question asked by Deputy I. Gardiner of St. Helier North –

"In relation to the Draft Road Traffic Law (Drug Driving) (Jersey) Amendment Regulations 202– (P.32/2026), will the Minister advise what consideration, if any, was given to the introduction of a statutory medical defence as in Section 5A of the UK Road Traffic Act 1988, and if no such consideration has been given, will he explain why not?"

The Minister for the Environment tabled an answer on 23rd March 2026 to the following question asked by Deputy J. Renouf of St. Brelade –

"Further to Oral Question 34/2026, regarding PFAS levels in private boreholes in proximity of the airport plume area', will the Minister advise –

whether Jersey Water or any other body has tested boreholes in the La Pulente area to determine whether the PFAS signature' of airport firefighting foam, specifically Aqueous Film Forming Foam (AFFF), has been detected in the water, thereby ground truthing' the Arcadis model of the plume distribution;
whether any such testing indicates that the plume signature' may be present in the La Pulente area, either at 100ng/l or through the detection of any of the four main PFAS chemicals;
the cost per test to establish the level of the four PFAS chemicals related to the firefighting foam plume in borehole water; and
the rationale for the Environment Department not testing the La Pulente boreholes to establish whether the PFAS plume has extended to La Pulente?"

The Minister for Infrastructure tabled an answer on 23rd March 2026 to the following question asked by Deputy D.J. Warr of St. Helier South –

"Will the Minister provide the valuation of Philip Le Feuvre House and Huguenot House and advise how this has changed over the last 5 years?"
